Before I posted re Beer at the Parade, this post,

(the board claiming it was some two hours old), was at the bottom.
Posted the Beer at the Parade and it appeared just under it. Spent some minutes doing other stuff, posted again, and some two dozen posts (all timestamped so as to say they were there all the time during aforementioned gap) appeared above it!
Noticed this or similar problem a couple days ago, but not constantly.
Seems best chance of getting a full refresh is with making a new post, but even that doesn't always work.
