Cargo ships are waiting as they sit off the coast of Long Beach because the Ports of Los Angeles and Long Beach are overwhelmed with cargo in Long Beach Friday, January 15, 2021.

An usually high number of container ships are dotting the Long Beach coastline—sometimes waiting up to five days to dock—due to a perfect storm of record cargo numbers, the coming Chinese New Year and limited capacity at warehouses due to the COVID-19 pandemic, officials said Friday.

Despite a slowdown at the beginning of 2020 as the pandemic hit, the Port of Long Beach last year saw its busiest year on record, moving more than 8.1 million cargo container units, up 6.3% from 2019.

China develops multiple rocket launcher that hides in container

A Chinese company has developed the new multiple rocket launcher with cruise missiles and unitary rockets that hide in a container.

The new container missile system will display at the 11th China International Aviation & Aerospace Exhibition (Airshow China 2016) in Zhuhai.

Universal launching module, performed as the standard maritime container-type. Putting the launcher system into a standard shipping container allows the missiles to be moved and stored without arousing suspicion, which in turn renders pre-emptive strikes against the launcher very difficult.

The container missile system has been fitted with a WS-43 miniature attack cruise missiles and module of unitary rockets from multiple launch rocket system.

The container missile system it can be mounted on the vehicle chassis or hidden inside a shipping container.

Today, President Donald J. Trump signed an Executive Order that closes a longstanding, critical, security loophole for United States Infrastructure as a Service (IaaS) products, one abused by those seeking to harm our country. Building upon the Trump Administration’s unprecedented actions to prevent malign actors from infiltrating our information technology and communication and services (ICTS) supply chains, this Executive Order, “Taking Additional Steps to Address the National Emergency with Respect to Significant Malicious Cyber-Enabled Activities,” reduces malign actors’ access to and ability to use United States ICTS products for nefarious purposes.

 

Foreign malicious cyber actors threaten our economy and national security through the theft of intellectual property and sensitive data, and by targeting United States critical infrastructure. By gaining access to United States IaaS products, foreign actors can steal the fruits of American innovation and prepare destructive attacks on our Nation’s critical infrastructure with anonymity. Malign actor abuse of United States IaaS products has played a role in every cyber incident during the last four years, including the actions resulting in the penetrations of United States firms FireEye and Solar Winds.

 

Today’s action by the President is a major step forward in giving our Nation’s network defenders and investigators an advantage in protecting the American people from those wishing to do us harm.

Text of a Letter to the Speaker of the House of Representatives and the President of the Senate

Dear Madam Speaker: (Dear Mr. President:)

 

Pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), and section 301 of title 3, United States Code, I hereby report that I have issued an Executive Order declaring additional steps to be taken concerning the national emergency with respect to significant malicious cyber enabled activities declared in Executive Order 13694 of April 1, 2015 (Blocking the Property of Certain Persons Engaging in Significant Malicious Cyber-enabled activities), as amended, to address the use of United States Infrastructure as a Service (IaaS) products by foreign malicious cyber actors.

 

Foreign actors use United States IaaS products for a variety of tasks in carrying out malicious cyber-enabled activities, which makes it extremely difficult for United States officials to track and obtain information through legal process before these foreign actors transition to replacement infrastructure and destroy evidence of their prior activities; foreign resellers of United States IaaS products make it easier for foreign actors to access these products and evade detection. This order provides authority to impose record-keeping obligations with respect to foreign transactions.

 

To address these threats, to deter foreign malicious cyber actors’ use of United States IaaS products, and to assist in the investigation of transactions involving foreign malicious cyber actors, the United States must ensure that providers offering United States IaaS products verify the identity of persons obtaining an IaaS account (“Account”) for the provision of these products and maintain records of those transactions. In appropriate circumstances, to further protect against malicious cyber-enabled activities, the United States must also limit certain foreign actors’ access to United States IaaS products. Further, the United States must encourage more robust cooperation among United States IaaS providers, including by increasing voluntary information sharing, to bolster efforts to thwart the actions of foreign malicious cyber actors.

 

I have delegated to the Secretary of Commerce, in consultation with the Secretary of Defense, the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, to exempt any United States IaaS provider, or any specific type of Account or lessee, from the requirements of any regulation issued pursuant to this section. Such standards and procedures may include a finding by the Secretary that a provider, Account, or lessee complies with security best practices to otherwise deter abuse of IaaS products.

 

The heads of all executive departments and agencies are directed to take all appropriate measures within their authority to implement the provisions of the Executive Order.

 

I am enclosing a copy of the Executive Order I have issued.
