Turkey tells U.S. at NATO that Russian defense purchase is 'done deal'

 

Ankara and Washington have been at odds over issues including Syria policy, human rights and the S-400 air defense acquisition, over which the United States has sanctioned Turkey and removed it from its F-35 fighter jet programme. “On the S-400s, we reminded them once again why Turkey had to buy them, and repeated that Turkey had bought them and this is a done deal,” Cavusoglu told reporters in Brussels after their first face-to-face meeting since Blinken took office.

 

Describing the talks as constructive, Cavusoglu said Ankara wanted to meet its future defence needs primarily from NATO allies, and agreed on the need to keep discussing differences with Washington. “We may discuss these and what future steps to take on strategic topics by establishing a bilateral working group,” he said. “We need to work on a roadmap.” The U.S. State Department said Blinken had “urged Turkey not to retain the Russian S-400 air defence system”. Washington has repeatedly rejected a working group to discuss the S-400s. The two ministers also discussed planned Afghanistan peace talks in Istanbul next month, the State Department said. Spokesman Ned Price said the United States also raised Turkey’s decision at the weekend to pull out of an international treaty designed to protect women from violence. Blinken “expressed concern over Turkey’s withdrawal from the Istanbul Convention…and emphasized the importance of democratic institutions and respect for human rights,” he said. Ankara has said it wants better ties with Washington under Biden, but the two countries’ leaders have yet to speak. Last week, Erdogan criticised Biden’s remarks about Russia’s Vladimir Putin, in which he called him a killer, as “unacceptable”.

GameStop tumbles as Reddit darling considers share sale

 

GameStop has surged nearly 900% so far this year and at the peak of the trading frenzy on Jan. 28 the shares had touched $483 a piece. The company said on Tuesday after reporting quarterly results that it has been considering since January whether to increase the size of the $100 million share sale that it originally announced in December. GameStop previously decided against the move as it was restricted under U.S. financial regulations from selling shares because it had not yet updated investors on its earnings.

 

The stock sale program was assigned to Jefferies, whose brokerage arm on Wednesday raised its price target by a whopping $160 to $175, but kept rating at “hold”. That is much higher than the median price target of $25, according to Refinitiv data, and marks the first time a Wall Street brokerage matched its price projections with GameStop’s current trading levels. Reddit’s WallStreetBets forum was buzzing about another potential short squeeze, which had sent GameStop’s shares as high as 2,300% in January when retail investors acted in concert to bid up prices of heavily shorted stocks. A short squeeze occurs when hedge funds that bet against a stock need to buy it at much higher levels to cover losing positions.

 

Short interest in GameStop has since fallen, standing at about 24.3% of the stock’s float as of March 9 compared with 32.6% in late February, according to data from financial analytics firm S3 Partners.

Yellen open to U.S. banks paying dividends, repurchasing stock

 

Treasury Secretary Janet Yellen said on Wednesday that U.S. banks look healthy enough to be allowed to pay dividends and repurchase stock, an updated view that reflects top economic officials’ growing confidence in the recovery from the coronavirus pandemic.

 

Yellen made her comments in a second day of testimony in Congress alongside Federal Reserve Chair Jerome Powell. The hearings are part of a quarterly economic update they are required to make. Asked by Senate Banking Committee Chairman Sherrod Brown if she opposed banks paying dividends and buying back stock, Yellen said she was previously opposed to bank stock buybacks, but financial institutions look healthier now and “should have some ability to, abiding by the rules, to make returns to shareholders.”

 

Yellen and Powell, in prepared remarks that mirrored those delivered on Tuesday before the House of Representatives Financial Services Committee, offered an optimistic outlook for the economy, fueled by expectations for continued progress against the pandemic due to vaccine rollouts and another $1.9 trillion of federal relief spending just getting underway. “It is going to be a very, very strong year in the most likely case,” Powell said in response to a senator’s question on the economic outlook. The U.S. economic recovery is evolving faster than expected, but still faces risks from the pandemic on one side and potential inflation on the other as massive fiscal support rolls through the system. The federal response to the crisis, including spending of about $5 trillion and considerable support from the U.S. central bank, set the stage for a rebound now taking hold as the COVID-19 vaccination program gains momentum and pandemic restrictions are lifted.

 

However, it remains unclear how quickly millions of still-unemployed workers will find their way back to jobs, whether the Fed can keep markets on an even keel amid rising prices and bond yields, and if initial progress against the pandemic can be sustained.

U.S. SEC begins rollout of law aimed at delisting Chinese firms

 

The U.S. securities regulator on Wednesday said it has adopted regulations, drawn up by Congress, that would kick foreign companies off American stock exchanges if they do not comply with U.S. auditing standards. The Holding Foreign Companies Accountable Act, signed into law by then-President Donald Trump in December, aims to remove Chinese companies from U.S. exchanges if they fail to comply with U.S. auditing standards for three years in a row.

 

While it applies to companies from any country, the legislation’s sponsors intended it to target Chinese companies listed in the United States, such as Alibaba, tech firm Pinduoduo Inc and oil giant PetroChina Co Ltd. The legislation aimed to address long-held concerns over the SEC’s inability to properly vet Chinese companies listed in the United States. That is because the Chinese government, citing national security concerns, is reluctant to let overseas regulators inspect local accounting firms which audit those Chinese companies. Lawmakers said they were worried U.S. investors were being put at risk by exposure to Chinese companies that are not held to the same standard as domestic companies. Some investment experts have also raised concerns that U.S. investors may effectively be funding instruments of the Chinese government, a U.S. adversary.

 

The SEC Wednesday amendments will require companies to prove to the regulator that they are not owned or controlled by an entity of a foreign government, and also require disclosures on audit arrangements and government influence, the SEC said. The agency fast-tracked the rule through “interim final amendments,” but is seeking public comments on a process for identifying foreign companies to which the legislation should apply. Determining which entities the measure should apply to may prove challenging, given many companies have complex structures with subsidiaries or shell units registered in other jurisdictions. The legislation required the SEC to issue rules around how companies should submit documentation within 90 days of enactment.

 

It is still “actively assessing” how to roll out the rest of the law’s requirements, including the identification process and trading prohibition requirements, the statement said.

Malaysia had faced international criticism for its earlier decision to send people back to Myanmar, where international rights groups say they face a risk of abuse. Last Friday, Malaysian Prime Minister Muhyiddin Yassin backed an Indonesian proposal for an emergency ASEAN summit on the Myanmar crisis.

Wednesday's action by protesters marks a change from the general strike in February, when people took to the streets in massive numbers. "All the released are the ones arrested due to the protests, as well as night arrests, or those who were out to buy something," said a member of a legal advisory group who said he saw the buses leaving.

9:00 a.m. Activists plan more anti-coup protests on Wednesday, including a "silent strike," with many businesses due to close and calls for people to stay home. Social media posts and media hint that a range of businesses, from ride hailers to pharmacies plan to close. In what has often become a deadly game of cat and mouse with security forces during street protests, pro-democracy activists have switched tactics.

Treasury Secretary Janet Yellen had a sharp exchange Wednesday during a Senate hearing with Sen. John Kennedy, Republican of Louisiana, over a renewed plan by the International Monetary Fund to issue $650 billion in new reserves, known as Special Drawing Rights, to member states. IMF Managing Director Kristalina Georgieva on Tuesday said she would present the plan to the IMF's executive board in June. The IMF first floated the plan last year as a way to help countries pay for the costs of battling the coronavirus. But it was blocked by the Trump administration and then-Treasury Secretary Steven Mnuchin. Republicans in Congress are unhappy the IMF plan has been resuscitated. They note that China, Russia and Venezuela will benefit from the new reserve allocation. Kennedy said the Biden administration was making an end-run around Congress and alleged the IMF plan would cost American taxpayers "$180 billion." Yellen grew frustrated as the exchange went on. She said the U.S. would earn interest on its new SDRs so that the cost of the program would be a "wash." "I don't know where you got a number like that from." Yellen said.
