How badly do you want it?
The British Libray has a delivery on demand service (see pics). Maybe they can do Nation at War, but I'd send half a dozen mails to them beforehand to make sure it's actually the right one.
Otherwise, take the original German. Since it's in frakturshrift you'll need a software (like Abbyy Finereader 15 or possibly tesseract-ocr) or online tool (like newocr.com) that can do it.
Then you plug the output into DeepL (for major euro languages it is really good) and make your own version. Then it's "just" a matter of reading the result and checking for the rare nonsensical sentences that seeped through.
(That's what I did for some German essays I just finished translating…)
Just realized the title in the pic is "Nation of war" while in the link https://www.worldcat.org/title/der-totale-krieg-the-nation-at-war-translated-by-dr-a-s-rappoport-with-a-portrait/oclc/1202896051&referer=brief_results it is "Nation at war"… The exact match (see pic) does not seem available for on demand copy…
One more reason to double check with the British Library. You don't want to end up with the file you can dl for free on archive.org!
