U.S. and Japan to jointly stockpile munitions, including near Taiwan

 

The U.S. and Japan are discussing stockpiling munitions in each other's defense facilities across Japan, including islands in Taiwan's vicinity, to prepare for contingencies, Nikkei has learned.

 

The issue of joint usage of facilities was discussed in last week's two-plus-two meeting of foreign and defense ministers. The ministers "committed to increase joint/shared use of U.S. and Japanese facilities, including efforts to strengthen Japan Self-Defense Forces' posture in areas including its southwestern islands," the sides said in a statement after the meeting.

 

Joint use of facilities includes the stockpiling of munitions and shared use of runways, according to a source familiar with the talks. "There was progress on this issue so it was written into the joint statement," the person said. The southwestern islands, or Nansei Islands in Japanese, are a chain that stretches from the southernmost tip of Kyushu to the north of Taiwan. If realized, the allies would have stockpiles of munitions that can quickly be deployed and replenished in Taiwan's immediate neighborhood. The westernmost of the Nansei Islands, Yonaguni, lies 108 km from the east coast of Taiwan.

 

The U.S. military has relied heavily on precision-guided munitions in operations in Iraq and Afghanistan, as well as battling groups like the Islamic State. Combined with budget cuts, this has led to a shortage of munitions in the army, navy and air force.

 

Precision-guided munitions are also expected to play a pivotal role in any potential conflict in the Taiwan Strait. With an accuracy reportedly less than 3 meters, precision-guided munitions are seen as vital to breaking China's anti-access/area denial (A2/AD) strategy, which seeks to keep American and allied forces out of the East and South China seas.

 

The types of munitions that the U.S. military fears could fall short include Joint Air-to-Surface Strike Munition (JASSM), a 4.3 meter-long missile that can be carried on B-1 and B-52 bombers, Long Range Anti-Ship Missile (LRASM) that is carried by the F/A-18E/F Super Hornet, and the Advanced Anti-Radiation Guided Missile (AARGM) that is designed to target enemy air defenses.

Putin to host Iranian president next week for talks - state TV

 

President Vladimir Putin will host his Iranian counterpart Ebrahim Raisi for talks in Moscow next week as Russia tries to help salvage a nuclear deal between world powers and Tehran, state television channel Rossiya-1 reported on Sunday. Russian Foreign Minister Sergei Lavrov said on Friday that progress had been made in the talks to revive the deal.

Credit Suisse Chairman to Leave Bank Amid Board Probe

 

Antonio Horta-Osorio to depart on investigation of his personal use of corporate planes and travel that violated COVID-19 quarantine rules. Credit Suisse said board member Axl Lehmann was appointed to take the role of chairman, effective immediately. Mr. Lehmann, a former UBS Group AG executive, joined the Credit Suisse board in late 2021 and is the chairman of its risk committee-. A Credit Suisse spokesperson did not respond to requests for comment. Mr. Horta-Osorio could not be reached late on Sunday and his lawyer did not respond.

 

โ€œI am sorry that many of my personal actions have caused difficulties for the Bank and have compromised my ability to represent the Bank internally and externally,โ€ Mr. Horta-Osorio said in a Credit Suisse news release. โ€œTherefore I believe that my resignation is in the interest of the Bank and its stakeholders at this critical time.โ€

 

The departure of Mr. Horta-Osorio could spell trouble for Credit Suisse. He was appointed to help solve the problems of the Swiss bank. Credit Suisse is still pulling out of the turmoil as it lost $5.5 billion from the explosion of hedge fund Archegos Capital Management and now entangles itself with bankrupt finance firm Greensil Capital.

 

Mr Horta-Osorio has been caught in his own troubles in recent weeks, breaking quarantine rules by flying from London to Zurich on 28 November. The visit comes a day after Switzerland imposed a 10-day quarantine on arrivals from the UK and many other countries due to the omicron surge. He said at the time that the breach was unintentional and was reported to health officials and the Swiss financial regulator FINMA. He apologized and said that this would not happen again.

 

Following the quarantine breach, Credit Suisse said compliance with laws and guidelines was a priority for the bank and the chairman. A FINMA spokesman said at the time it was in contact with Credit Suisse on the matter.

 

Reuters Reported in December That the bank was investigating Mr. Horta-Osorioโ€™s travels and that he attended the Wimbledon tennis finals in the UK in July, when the countryโ€™s COVID-19 rules required him to be in quarantine. The Swiss press separately reported that the president used corporate planes in the fall to travel for a holiday in the Maldives. At the time, Credit Suisse said it had rules for the use of private jets for the president and other executives.

 

The Portugal native developed a reputation as one of Europeโ€™s most highly respected bankers after turning to Lloyds Banking Group plc, where he was CEO for a decade. At Credit Suisse, he said he would re-evaluate the bankโ€™s risk appetite; Review its culture, pay and incentives; and focus on personal responsibility and accountability of employees. โ€œWe need to foster a culture that reinforces the importance of risk management,โ€ Mr. Horta-Osorio said of Credit Suisse shortly after becoming chairman in April 2021.

 

Credit Suisse will officially propose Mr. Lehman as chairman at its shareholder meeting on April 29. โ€œWe have set the right course with the new strategy and will continue to embed a strong risk culture in the firm,โ€ Mr Lehmann said in the news release.

China cuts key interest rates for first time since April 2020

 

China's Peopleโ€™s Bank of China cut key interest rates for the first time since the peak of the pandemic in 2020 responding to the property-market crisis and slowing economy.

The Peopleโ€™s Bank of China cut the rate on its one-year policy loans by 10 bps to 2.85%. The bank also slashed the rate on the seven-day reverse repurchase agreements by 10bps to 2.1%.

The central bank made the move while offering 700 billion yuan ($110 billion) via the medium-term lending facility, exceeding the 500 billion yuan coming due. It added 100 billion yuan with seven-day reverse repos.

Aiming to reduce key interest rates, PBOC commented in December: "The PBOC will effectively shoulder the responsibility of stabilising the macro economy and proactively roll out monetary and financial policies that are conducive to economic stability."

China's easing runs counter to the direction of the U.S. which expects quicker rate hikes amid rising inflation.
