Moderna Requests FDA Approval for Fourth Covid Shot for Adults

 

Moderna Inc. has filed for U.S. regulatory clearance of a second Covid-19 booster shot for all adults, covering significantly more people than Pfizer Inc. and BioNTech SE’s request earlier this week for a more limited emergency authorization for those over 65. The application comes amid heated debate over how long vaccinations protect from infection and whether repeated shots are necessary to prevent the development of severe disease and death. Several countries including Israel have started administering a fourth dose to adults, with data showing a fivefold increase in the production of infection-fighting antibodies.

U.S. imposes sanctions over illicit exports of gold from Congo

 

The United States on Thursday imposed sanctions on Belgian businessman Alain Goetz and a network of companies tied to him that it accused of being involved in the illicit movement of gold from Democratic Republic of Congo. The U.S. Treasury Department, in a statement, said among the targets was the African Gold Refinery in Uganda, which Goetz operates, and several other companies he owns or controls. It accused Goetz and the companies of being involved in illegal gold exports valued at hundreds of millions of dollars per year. In a statement, Goetz said his inclusion on the U.S. sanctions list “seems to be based on misinformation”. He said he has not been to Congo in more than 20 years and has not kept any active contacts within Congo. Goetz said he was asked to set up East Africa’s first gold refinery in 2014, adding that “nothing has made me prouder than to see the impact that African Gold Refinery has had on the gold industry in the Great Lakes region”.

 

The Treasury said a network of armed groups, smugglers and companies generate illicit revenue from the gold industry through forced labor, smuggling or other means. It said the illicit movement of gold provides revenue to armed groups that threaten peace and security in Congo. “Conflict gold provides the largest source of revenue to armed groups in eastern DRC where they control mines and exploit miners,” the Treasury’s under secretary for terrorism and financial intelligence, Brian Nelson, said in the statement. “Alain Goetz and his network have contributed to armed conflict by receiving DRC gold without questioning its origin.” The Treasury said Goetz’s network sources gold from Congo, Kenya, South Sudan and Tanzania. Goetz said the Treasury’s Office for Foreign Assets Control (OFAC) had presented no documented evidence to back up their claims, and that he was confident this “mistake” would be swiftly rectified. The Ugandan government did not immediately reply to a request for comment.

 

Others designated on Thursday that the Treasury said were owned or controlled by Goetz include United Arab Emirates-based Agor DMCC and UAE-based Goetz Gold LLC. Agor did not immediately respond to a request for comment. Goetz Gold LLC and the African Gold Refinery could not immediately be reached for comment. The Treasury said that since 2016, the African Gold Refinery, considered one of the largest gold refineries in Africa, has sourced illicit gold from mines in regions of Congo that are controlled by armed groups, including the Mai-Mai Yakutumba and Raia Mutomboki militia. Thursday’s move freezes any U.S. assets of those designated and generally bars Americans from dealing with them. “This strong action by the U.S. will send shockwaves throughout the global gold supply chain,” Sasha Lezhnev, policy consultant at non-governmental organisation The Sentry, said. “Turning a blind eye to conflict gold now carries a heavy price.”

A Chinese aircraft carrier sailed through the sensitive Taiwan Strait on Friday, Taiwan's Defence Ministry said, just hours before the Chinese and U.S. presidents were due to talk.

California Has So Much Cash, Wall Street Wants an Early Payback

 

California is so awash with money that Wall Street is advising it to buy out some of its debt investors.

 

Morgan Stanley and Loop Capital Markets suggested to Treasurer Fiona Ma that her office consider paying off some bonds early, public records obtained by Bloomberg News show. The pitches underscore the financial strength of California given that the state’s proposed $213 billion budget is bolstered by a $45.7 billion surplus. The state’s progressive tax system rakes in more revenue when the income of its highest earners rises.

 

In fact, the state can generate so much revenue, it may trigger a constitutional limit on spending. Paying off some debt early can help the state get around that requirement, creating a “budget buffer” to preserve its flexibility, Loop said. Since debt service isn’t considered an expenditure under the requirement, California could pay off some general-obligation or lease revenue bonds early, the firm suggested.

BOJ maintains loose policy, calls further yen fall unlikely

 

Japan's central bank now an outlier among its global peers*

 

The Bank of Japan on Friday decided to stick with its huge stimulus in the face of economic headwinds such as commodity inflation and the Ukraine war, even as other major central banks shift to tighter policy.

 

BOJ Gov. Haruhiko Kuroda at a news conference acknowledged that higher commodity prices are adding to inflationary pressure in Japan but predicted rapid-paced price increases will be transitory, unless global commodity prices keep rising. "There is no need to tighten monetary policy in response to a transitory trend, as opposed to a sustained one," he said. "The economy actually needs a continued loose monetary policy to keep its recovery on track from the COVID pandemic."

 

He argued that "the basic structure of the Japanese economy hasn't changed [and] the yen's depreciation has a more beneficial impact than a negative one, so long as the depreciation is gradual and in line with the nation's economic fundamentals."

 

He stressed the final two points. "It is extremely important," he said, "that the foreign exchange rates move in a stable manner and reflect economic fundamentals."

 

In a two-day meeting that ended on Friday, the BOJ opted to keep its key policy levers unchanged, guiding short-term interest rates to minus 0.1% and long-term rates around zero. The central bank also plans to keep purchasing Japanese government bonds without a limit and equities worth up to 12 trillion yen ($101 billion) a year.

 

Financial market reaction was muted, with the yen staying around 118.70 to the dollar. "The 'no change' decision was largely discounted by the market," said Hideo Kumano, chief economist at Dai-ichi Life Research Institute.

 

After the afternoon news conference, the yen somewhat eased to around 118.90.

 

The BOJ is maintaining its easy monetary policy despite growing concern over a weakening yen and rising prices for imports such as crude oil, natural gas and wheat. Japan's wholesale inflation hit 9.3% in February, the highest in 41 years. Consumer inflation is also expected to climb above 2% after April.

 

The yen on Thursday marked a six-year low of 119 to the dollar after the U.S. Federal Reserve raised rates for the first time since 2018 and signaled six more increases this year. The U.S. central bank's move boosted the appeal of the U.S. currency compared to the yen.

Short covering towards the close-witnessed on all three majors-plus smart longs taking daily profit-this is why the close is so "choppy" (red circle at top right of Cap#2)as you've got buying taking place (short covering) and selling (smart longs taking it off the table)-moar visible in the DOW. The DOW has moved back over it's 50DMA with the SP500 also doing the same-since it had just given the death cross signal this was easier to achieve. The NAS just made it back to the 50DMA but only just and even that took an over 8% move in 4 days because monday it was down so 8% in four days....absolute lunacy following just behind is the SP500 with 6% rise in the same 4 days. You'd think that the shorts would have learned a lesson by Weds morning but no they did not. Classic example of clinging to what you think shuold be going on but NOT reacting to what you see-common mistake that is still not being learned by many. This is CLASSIC dead Cat bounce as the fuel again provided by dumb money who keep making the same mistake over and over and the market happily recognizes this and says "thank you very much WE will take your money and just to piss you off keep gunning it". Volume in all three majors well over the daily avgs-this has moar to do with the OpEx than any rush of positions being taken as these contracts are automatially closed out by EOD. Initially I thought it was Jake Sullivan upon departure on 0314 but he was on a different AC that went to Rome so this is still someone from the WH NSO as this AC is used by them frequently.

Possible Crash Site Identified Of Marine MV-22 Osprey That Has Gone Missing In Norway

 

A U.S. Marine Corps MV-22B Osprey tilt-rotor has gone missing in northern Norway today, leaving four crew members unaccounted for. The aircraft was in Norway for the large-scale Cold Response exercise, during which NATO forces practice their combat skills in demanding cold Norwegian weather conditions.

 

Hovedredningssentralen (HRS) Northern Norway, the local branch of the main Norwegian rescue agency, confirmed in a statement that the Osprey had failed to land at Bodø Air Base in the Nordland region as it had been scheduled to do around 6:00 PM local time, after a training mission. The MV-22 was reported missing at 6:26 PM. Its last known position was on Saltfjellet, one of the largest mountain ranges in Norway, located south of Bodø and through which the Arctic Circle passes. At 9:17 PM local time, a possible crash site was located from the air in the valley of Gråtådalen in Beiarn municipality, also in Nordland. However, due to the weather conditions, it was not immediately possible for rescuers to go down to the site.

 

“The weather conditions in the area have been challenging and are expected to get worse,” the HRS stated.

 

Local assets involved in the search for the Osprey include a rescue helicopter launched from Bodø, together with a Royal Norwegian Air Force (RNoAF) P-3 Orion maritime patrol aircraft, which are home-based at Andøya and can deliver air-droppable rescue gear. According to the HRS, another rescue helicopter was also sent from Ørland. The RNoAF bases at Bodø and Ørland have detachments of veteran Sea King Mk 43B and more modern AW101 Mk 612 rescue helicopters.

 

With a possible crash site now identified, a search mission is also underway on the ground, as part of an operation coordinated by the local police.

 

According to images released by the Pentagon, Marine Medium Tiltrotor Squadron 261 (VMM-261), “The Raging Bulls,” is currently taking part in Exercise Cold Response 2022, suggesting that it could have been an Osprey from this unit that was involved.

China Eases Shenzhen Lockdown To Allow Manufacturing To Resume

 

Following yesterday's revelation that the CCP - apparently worried about the economic backlash from its latest round of lockdowns (which had affected more than 50M people at the peak) - was moving to scale back COVID restrictions that had impacted manufacturing and shipping, the SCMP reported Friday that China’s southern tech hub of Shenzhen had lifted restrictions in five districts, saying the COVID outbreak is now mostly under control, as President Xi and the CCP pledged to take steps to support businesses in areas that are still under lockdown. Shenzhen is the largest (and economically the most consequential) of the Chinese cities under lockdown. Shenzhen reported 69 symptomatic cases and 36 asymptomatic cases on Thursday. The cases were mainly found among people in quarantine and places under restrictions. Nationwide, China logged more than 4,100 local infections for the day, which is higher than levels from a week ago, but lower than the two-year peak of 5,000+ cases recorded earlier this week.

 

The SCMP quoted one female worker at an office in one of Shenzhen's industrial districts said that she had been allowed to return to the office, and that restrictions on movement in the area had been lifted.

 

A resident of Guangming, Shenzhen’s northwestern industrial district, said life and work is back to normal since she has been able to return to her office after working from home for four days. She noted that she still has to scan a QR code to enter her office building and participate in mass testing. Of course, apart from firms offering essential public services - and those ensuring daily supplies are delivered to Shenzhen and neighboring Hong Kong - all other companies will need to follow the work-from-home policy or suspend operations.

 

Meanwhile, Bloomberg reports that, despite the order to ease the lockdown measures, queues of trucks have started to form at container terminals in Shenzhen as the lockdown measures continue to hamper the transportation of goods. Shipping line Hapag-Lloyd issued a customer advisory Thursday. The slowdown potentially impacted 13 container vessels at the port of Yantian, which were potentially affected by factory shutdowns and reduced availability of truck drivers as of Wednesday.

Credit Agencies To Remove "Tens Of Billions Of Dollars" In Medical Debt From Reports

 

It may not be student loan cancellations, but it's good news for other debt-laden consumers looking for relief from tarnished credit reports.

 

Some of the largest credit reporting agencies are going to be removing "tens of billions of dollars" in medical debt from consumers' credit reports, according to a new report from the Wall Street Journal.

 

The change is expected to take place this summer, with Equifax, Experian and TransUnion all participating. About 70% of all medical debt is expected to be removed from credit reports, even debts in collections, as a result of the change. The agencies said: “This is an important step to support consumers in the wake of the Covid-19 pandemic. These changes reflect our ongoing commitment to helping facilitate access to fair and affordable credit for all consumers.” In addition to new, unpaid debts not making their way onto credit reports for a full year after being sent to collections, debts that were previously in collection and have been paid will also be removed from credit reports. Normally, they could stay on reports for up to 7 years, the report says.

 

The Consumer Financial Protection Bureau has helped catalyze the change, saying in March that it was going to "hold credit-reporting firms accountable for not taking enough action against companies that report erroneous medical debts."

 

A TransUnion spokesperson told the WSJ: “As the CFPB is our primary regulator, we have continual engagement with them on a variety of issues.”

 

Unpaid medical debts of less than $500 will also be removed from credit reports.

 

The CFPB says that, currently, $88 billion in medical bills is spread across 43 million credit reports.

S&P Dow Jones Indices and Experian released today data through February 2022 for the S&P/Experian Consumer Credit Default Indices. The indices represent a comprehensive measure of changes in consumer credit defaults and show that the composite rate rose three basis points to 0.46%. The bank card default rate increased 13 basis points to 2.15%. The auto loan default rate was one basis point lower at 0.52% while the first mortgage default rate was three basis points higher at 0.34%.
