Biden Adviser to Meet China’s Top Diplomat Amid Russia Tensions

 

The U.S. and China will hold the first high-level, in-person talks since Russia’s full invasion of Ukraine, as the Biden administration continues to try to enlist Beijing to exert influence on its neighbor to end the crisis.

 

National Security Adviser Jake Sullivan will meet in Rome on Monday with China’s top diplomat, Communist Party Politburo member Yang Jiechi, according to a person familiar with the details of the plan. President Joe Biden’s top advisers have been working to increase pressure on China to enforce sanctions on Russia’s economy imposed by the U.S. and its European and Asian allies. So far, U.S. officials have said they haven’t seen evidence that Beijing has tried to circumvent them.

 

Topics of Monday’s conversation will include the impact on regional and global security from Russia’s war against Ukraine, the person said, as Biden officials work to keep lines of communication open between the world’s two largest economies. Sullivan will also meet on Monday with Italy’s Luigi Mattiolo, diplomatic adviser to Prime Minister Mario Draghi, about coordinating the international response to the war, the person said. The last time Sullivan and Yang met, in Switzerland in October, they discussed areas of mutual interest such as climate change, as well as areas of friction -- including human rights concerns in Xinjiang and Hong Kong and disputes over Taiwan and the South China Sea.

 

While the Biden administration has been careful not to call out China directly for what officials believe was their tacit support of the invasion of Ukraine, the White House continues to stress that history will judge China’s actions relating to the war. Just weeks before the invasion, Russian President Vladimir Putin and Chinese President Xi Jinping declared in a lengthy joint statement that the two nations’ friendship had “no limits.” U.S. Commerce Secretary Gina Raimondo last week put Chinese chip-industry companies on notice that there would be consequences if they continued to supply Russia with the inputs that have been made subject to export controls.

 

Monday’s tete-a-tete will also take place following intensifying tensions over Taiwan, the island that’s been separately administered since the end of the Chinese civil war in 1949, and which Xi has demanded to unify with the Communist-ruled mainland.

 

In October, the Pentagon confirmed that the U.S. has had troops in Taiwan training local forces to better defend themselves in case of an attack by China -- which in 2021 sent warplanes on some 960 forays through the island’s air defense identification zone.

 

China earlier this month warned the U.S. against trying to build what it called a Pacific version of NATO, with Foreign Minister Wang Yi declaring that security disputes over Taiwan and Ukraine were “not comparable at all.”

China Places All of Tech-Hub Shenzhen Under Lockdown

 

China placed the 17.5 million residents of the southern city of Shenzhen into a lockdown that’s due to last until March 20, AFP reported, citing a city government notice.

 

The measures, which came after virus cases doubled nationwide to nearly 3,400, extend restrictions placed earlier on the city’s central business district. The surge in infections is thought to be linked to the neighboring city of Hong Kong, where about 300,000 people are currently in isolation or under home quarantine. Alongside the lockdown, Shenzhen will launch three rounds of mass testing of residents. All bus and subway systems across the city were ordered to shut during the restrictions. Businesses, except those providing essential services will also close, and employees will work from home if they can. Residents will be barred from leaving the city, except in limited situations, and they will need to produce a negative Covid test within 24 hours, AFP said. The growing clusters spawned by the highly infectious omicron variant in China’s most developed large cities and economic powerhouses have turned into an unprecedented challenge for the country’s Covid-Zero strategy, a policy abandoned by the rest of the world. Officials have largely resisted tactics such as lockdowns and mass testing and relied mostly on targeted responses, only to see omicron continue to spread. Shenzhen is also under pressure to prevent infections from seeping in through Hong Kong, which has seen daily cases rise to tens of thousands. Hong Kong’s health system and morgues have been under pressure from the record outbreak that’s pushed its death rate to one of the highest in the world. While the virus case count in the city has steadily declined over the past week, fatalities have risen.

 

The Hong Kong government is still formulating plans for the mandatory testing exercise of all residents, including the timing and how to ensure essential operations can continue if movement restrictions were to be imposed, Lam said Wednesday. For now, authorities will focus on a vaccination drive for elderly people living at care facilities which are seeing a surge in fatalities and increase the number of hospital beds to treat patients, she said. Cases are spreading in other parts of the mainland. Shanghai, China’s financial hub, is battling a rising number of omicron infections that have prompted school closures for students from kindergarten through middle school next week. The operations of nine cross-province bus stations that mainly offered service to provinces including Jiangsu, Zhejiang, Anhui, Shandong and Jiangxi were halted, according to a statement Sunday on a local government website. Shanghai will suspend all cross-province bus services from March 14.

 

Shanghai Disneyland will operate at controlled capacity and will require visitors to present negative Covid test results from within 24 hours of entering the amusement park.

The Key to a $4 Billion Fraud Case: A Banker Who Says He ‘Lied a Lot’

 

It seemed a facetious question, one intended to provoke the star witness: “Do you think you are good at lying?”

 

But it is the crucial issue at the center of what is likely to be the only trial on U.S. soil in one of the largest international kleptocracy cases in history, the looting of billions of dollars from the people of Malaysia. A former banker at Goldman Sachs, Roger Ng, is accused of taking part in a bribery and kickback scheme that enabled the fraud, which plundered more than $4 billion from a Malaysian sovereign wealth fund and bought a king’s ransom of jewelry, art and real estate from Manhattan to London to Beverly Hills.

 

Mr. Ng’s former boss at Goldman, Tim Leissner, was for years one of Goldman’s most powerful deal makers in Asia. Now, he’s the government’s key witness — and an admittedly prolific fabricator. On the stand in a Brooklyn federal courtroom, he acknowledged misleading co-workers, investigators and all three of his wives. But when Mr. Ng’s lawyer prodded him with the question about whether he’s a good liar, Mr. Leissner coolly replied, “I don’t think so.” Mr. Leissner’s 10 days of testimony — including six days of blistering cross-examination — laid out the details of a global fraud that toppled Malaysia’s prime minister and forced Goldman Sachs, one of the world’s most prestigious financial institutions, to go before a U.S. judge and admit, for the first time in its 153-year-history, that it was guilty of a crime. The question for jurors: How much of what Mr. Leissner said was true?

 

Mr. Leissner acknowledged to the court that he has “lied a lot,” including by presenting a bogus divorce decree to his now-estranged wife, the model and fashion designer Kimora Lee Simmons, so that she would marry him eight years ago. But he insists he’s telling the truth about Mr. Ng, who prosecutors say helped line the pockets of officials in Abu Dhabi and powerful Malaysians close to then Prime Minister Najib Razak. The looted money from the 1Malaysia Development Berhad, or 1MDB, sovereign wealth fund financed a vast spending spree: paintings by van Gogh and Monet, a yacht that was docked in Bali, a private jet and a clear acrylic grand piano given to a supermodel. It financed a boutique hotel in Beverly Hills, bought a share of the EMI music publishing portfolio and helped make “The Wolf of Wall Street,” the Martin Scorsese movie about Wall Street corruption that netted Leonardo DiCaprio a Golden Globe. The trial could be the scandal’s final act. Goldman Sachs has paid $5 billion in fines and pleaded guilty on behalf of an Asian subsidiary. Mr. Leissner pleaded guilty and is awaiting sentencing. Mr. Najib, the former prime minister, was convicted in his home country and sentenced to 12 years in jail.

 

The only other central character of the plot is unlikely to ever face trial: Jho Low, the brash financier accused of being the scheme’s architect, is a fugitive believed to be living in China, beyond the reach of U.S. prosecutors. Mr. Leissner said Mr. Low was the “decision maker” on all things involving 1MDB but that Mr. Ng was his primary contact at Goldman, which earned roughly $600 million in fees to arrange the $6.5 billion in bond deals for the fund. “Roger made him one of his clients,” Mr. Leissner said. He testified that Mr. Ng had set up many of the meetings to plan the scheme, including one at Mr. Low’s London apartment during which Mr. Low drew boxes on a piece of paper with the names of all the officials that would get bribes and gifts. For helping arrange the payments, Mr. Leissner said, he raked in more than $80 million. Prosecutors contend that Mr. Ng’s share was $35 million. Mr. Ng’s attorneys say that Mr. Leissner has exaggerated and distorted facts to please prosecutors and get a lighter sentence. The money Mr. Ng received, they argue, was to repay a legitimate debt one of Mr. Leissner’s wives owed Mr. Ng’s wife.

 

“I am set to show this jury he is a liar,” Mr. Ng’s lead lawyer, Marc Agnifilo, told Judge Margo K. Brodie, the chief judge for U.S. District Court for the Eastern District of New York, during a break in the proceedings. He described Mr. Leissner as “deceptive” and “cunning.”

JPMorgan Leads Talks to Contain Nickel Crisis Damage

 

Over the weekend, some of the world’s biggest banks worked to resolve a crisis in the nickel market that left them saddled with billions of dollars in debt from a Chinese metal giant. JPMorgan Chase JPM -2.25% & Co., Standard Chartered STAN -0.41% PLC and BNP Paribas SA BNPQY -3.09% is among a number of banks and brokers looking to strike a deal with Tsingshan Holding Group, people familiar with the discussions said. Trades placed by the Chinese steel and nickel producer on the London Metal Exchange contributed to an uncontrollable rise in prices, prompting the exchange to halt trading and cancel eight hours’ worth of trades. on Tuesday last week. Nickel, a type of cog in the world economy used in stainless steel and electric vehicle batteries, has not been traded since. Several people familiar with the discussions said the crisis had spilled over into the financial system, leaving Tsingshan’s banks and brokerage firms with several billion dollars in unpaid deposits, the companies said. At one point, the price of nickel more than doubled to a record of more than $100,000 per ton. Foxconn Halts iPhone Shenzhen Site Due to Covid Lockdown

In the latest sign that western sanctions against Russia are really just that, and exclude much of the non-western world, Delhi announced overnight that it wants to keep its key trading partner on board despite Western attempts to isolate Moscow through sanctions with Reuters reporting that according to two Indian officials, India may take up a Russian offer to buy crude oil and other commodities at a discount.

 

And while U.S. officials have said in recent weeks they would like India to distance itself from Russia as much as possible, they recognize its heavy reliance on Moscow for everything from arms and ammunitions to missiles and fighter jets. In other words, India quietly gets a carte blanche to continue trading with Russia in violation of western sanctions.

 

India, which refuses to side with the west in the escalating Ukraine conflict, has not condemned the invasion of Ukraine and abstained from voting at the United Nations calling out Russia's aggression. One person within India's security apparatus told Reuters that "the West understood India's position, given that it needs to keep its armed forces well supplied amid simmering territorial disputes with China. "

 

In other words, all sanctions are created equal, but some are more equal - and can ignore the sanctions - than others.

 

India, which imports 80% of its oil needs, usually buys only about 2-3% from Russia. But with oil prices up 40% so far this year, the government is looking at increasing this if it can help reduce its rising energy bill.

 

"Russia is offering oil and other commodities at a heavy discount. We will be happy to take that," one of the Indian government officials said. The official added that such trade required preparatory work including transportation, insurance cover and getting the right blend of crude, but once that was done India would take Russia up on its offer.

 

Apart from oil, India is also looking for cheaper fertiliser from Russia and its ally Belarus, according to one of the officials.

 

Indian officials said they could not suddenly replace Russia with other suppliers, particularly in the defense sector. India's dependence on Russia for its military hardware still runs as high as 60%, despite a significant reduction over the last decade.

 

U.S. officials have declined to say if India would be sanctioned should Russia send S-400 missile systems as part of a $5.5 billion deal signed in 2018 for five of them (that's because the answer is no, it won't, as the last thing the US wants is to alienate the world's second most populous nation - after all, it has already done that with the first). Initial supplies of the system started late last year despite a U.S. law aimed at deterring countries from buying Russian military hardware.

Manchin announces opposition to Biden Fed pick Raskin, imperiling her nomination

 

Sen. Joe Manchin said he will not vote to confirm Sarah Bloom Raskin to a top Federal Reserve role, likely killing her nomination.

 

The West Virginia centrist Democrat announced his opposition in a Monday news release. He cited the importance of the Fed in fighting inflation and past remarks Raskin has made that are skeptical of fossil fuels in his decision to oppose her nomination. Raskin, whom President Joe Biden nominated to be the Fed’s vice chairwoman of supervision, has faced intense scrutiny from Republican members of the Senate Banking Committee. Republicans contend that Raskin would use the Fed improperly to combat climate change. They say she has advocated having the Fed allocate capital and choke off credit to disfavored industries, such as oil and gas, although Raskin pushed back on that assertion during her confirmation hearing.

 

"It is inappropriate for the Fed to make credit decisions and allocations," Raskin told lawmakers during the hearing. "Banks choose their borrowers, not the Fed. It’s inappropriate for the Fed to choose winners and losers, doing so is not the proper institutional role of the Fed. That’s a cardinal principle of Fed supervision."

 

Still, Manchin, who has a background in the coal industry, said he was unconvinced from her testimony. "Now more than ever, the United States must have policy leaders and economic experts who are focused on the most pressing issues facing the American people and our nation — specifically rising inflation and energy costs," he said. "Her previous public statements have failed to satisfactorily address my concerns about the critical importance of financing an all-of-the-above energy policy to meet our nation’s critical energy needs." Republicans have been playing hardball with Raskin’s nomination because of their opposition to her statements about the role of the central bank and because of questions about her work at a Colorado-based fintech company.

 

Last month, Republicans boycotted a key vote on Federal Reserve nominees, including Fed Chairman Jerome Powell, because of Raskin’s inclusion among the slate of nominees. GOP members said they would have voted on the other nominees if Banking Committee Chairman Sherrod Brown, an Ohio Democrat, had separated their votes from Raskin’s. GOP lawmakers have accused Raskin of personally lobbying the Fed to secure access to the central bank’s payments system. They contend that her work with Colorado-based Reserve Trust after serving in the Obama administration and holding a previous Fed role raised concerns about the “revolving door” between government service and private sector work.

 

Raskin has denied any wrongdoing and claimed not to remember reaching out to the central bank about Reserve Trust’s master account application, although she said that if she did, she would have followed all applicable ethics rules.

A White House official told the Washington Examiner after Manchin’s announcement that Raskin is eminently qualified for the role and pointed out that she received bipartisan support for her other nominations during the Obama administration. The official also characterized opposition to her nomination as part of an “unprecedented” and “baseless” campaign by oil and gas companies seeking to tarnish her career.

 

“We are working to line up the bipartisan support that she deserves so that she can be confirmed by the Senate for this important position,” the official said.
