The European Central Bank is creating a crisis tool to address a potential jump in bond yields, Bloomberg reported on Friday. The bank is yet to decide if this backstop would be announced pre-emptively, the report added, noting that the tool remains at the stage where it is still being designed by staff. The euro did not react to the latest reports. But the report highlights one of the key dilemmas, or balancing act, that the ECB must face. On the one hand, the bank clearly needs to move in a direction of tighter monetary policy conditions given the inflation backdrop in the Eurozone, something increasingly being recognised by the governing council. The ECB likely needs to do this to a sufficient degree that it prevents further broad euro depreciation, given this depreciation worsens the inflation issue. On the other hand, the ECB must avoid a situation where markets lose confidence in the ability of the likes of Italy and other highly indebted EU nations to be able to sell their debt, and must thus remain present as a buyer of last resort.
They do not want a repeat of the EU debt crisis from a decade ago, hence the likely development of this new "crisis" tool.

DHL plane skids off runway and breaks apart during landing, video shows
Dramatic video captured the moment a DHL cargo plane skidded off a runway and broke in two, sending smoke billowing from the wreckage, after making an emergency landing in Costa Rica this week.
The Boeing 757-200 took off from Juan Santamaria International Airport in the capital of San Jose for a flight to Guatemala about 10 a.m. Thursday when the pilots declared an emergency due to hydraulic failure.
They crew requested to return to the airport and was cleared to land on a runway there. The air traffic controller advised the pilots that emergency vehicles were on standby. But after touchdown, the yellow aircraft was caught on video veering to the right, spinning around and losing its landing gear as smoke spews from the fuselage, which broke in two.
“We are pleased to report that the crew was physically unharmed in the incident. One crew member underwent medical checks as a precaution,” DHL told aviationsourcenews.com.
Airport operator Aeris said regular operations resumed at 3:30 p.m. local time, several hours earlier than expected, Reuters reported.
About 8,500 passengers and 57 commercial and cargo flights were affected by the closure, according to Aeris.

Ever since Barclays Plc halted sales and issuance of a popular stock-volatility product last month, it’s traded at a large premium to its underlying assets due to the sudden lack of supply. But unexpectedly the exchange-traded note known as VXX has seen 20% of its shares redeemed since March 28 instead of being sold in the open market at a higher price. The $124 million outflow is the latest twist for a once-popular trade on Wall Street that’s been plunged into chaos by a blunder from the U.K. bank in managing its multi-billion dollar structured-note business. In a headscratcher for volatility professionals, data from Tuesday appeared to show a trader, or a cohort of traders, cashed out of the iPath Series B S&P 500 VIX Short-Term Futures ETN by some $23 million one of three days of withdrawals in the past two weeks. While ETNs trade a lot like their cousins, exchange-traded funds, they’re actually debt securities. Investors can redeem them directly with the issuer, usually in large blocks, for their “indicative value” of their assets. So while VXX closed at a 23% premium on Tuesday, a redemption doesn’t price that in -- meaning exiting investors could have received a lot more for their shares by selling them to other traders in the open market-if you can find another ~~sucker~~ buyer.
Things were even more extreme last week, with more than $100 million of redemptions while the ETN was at a 30% premium, according to data compiled by Bloomberg. “It’s illogical to see outflows, or redemptions, from a fund that is trading at a 30% premium,” said James Seyffart, ETF analyst at Bloomberg Intelligence-really nikka? how about providing a little moar detail instead of making a statment about premiums...nawww can't do dat. One theory holds that the bank itself is somehow unwinding some exposure by buying notes and then redeeming them. “It’s possible the redemption is from Barclays helping an investor exit a position or a short, and the bank took the hit as a way to show good will,” said Eric Balchunas at BI. A spokesperson for Barclays declined to comment on what’s behind the exits. VXX was used heavily by short sellers and had a thriving options market, meaning there’s still demand for the securities. However volumes have dropped dramatically, which may have persuaded some holders it was easier to exit altogether rather than attempt to sell into thin trading on the open market. Or they may have bought in at a lower level, making a redemption at the current asset value less painful. Whatever the cause, it’s the latest sign of market inefficiency in a series of unexplained events surrounding the bank’s note business.
Two weeks after pausing sales and issuance of VXX and a second product, the iPath Pure Beta Crude Oil ETN (OIL), on March 14, Barclays revealed it had mistakenly issued about $15 billion more structured and exchange-traded notes than it had permission for. The error means the lender is offering to buy back affected securities, with early estimates on the hit to Barclays put at almost $600 million.

Vance Harwood of consultancy Six Figure Investing speculated that exiting ETN investors may be counting on a repurchase by Barclays to cover any losses they incur in redemption. “If someone has VXX shares that are eligible for Barclays rescission offer, if they sell at a loss then Barclays would likely be on the hook, to not only make up the loss, but pay interest on the loss too,” he said by email. 1MDB scandal: Ex-Goldman Malaysia boss found guilty
The former head of Goldman Sachs in Malaysia has been convicted for helping to orchestrate one of the world's biggest financial corruption scandals. A US jury found Roger Ng guilty on all charges in the trial, which concerned the looting of billions of dollars from Malaysia's 1MDB sovereign wealth fund.
He is the only Goldman Sachs banker to face a jury over the scandal, which rocked Malaysian politics and forced the bank to pay billions in fines. He had pleaded not guilty. Mr Ng's lawyer said he was a "fall guy "and attacked the credibility of the government's star witness, Tim Leissner*, who was Mr Ng's boss at Goldman Sachs and pleaded guilty to his role in the scandal in 2018.

Biden Sends Patriot Missiles To Slovakia As Replacement For Ukraine S-300 'Donation'
Following on the heels of NATO member Slovakia announcing it would transfer a sophisticated anti-air missile system to Ukraine, namely the Russian made S-300, the White House announced it would replace Slovakia's "donated" weapon system with a Patriot missile defense system.
Joe Biden in an afternoon statement said, "I have directed my administration to continue to spare no effort to identify and provide to the Ukrainian military the advanced weapons capabilities it needs."
Biden said further, "I want to thank the Slovakian government for providing an S-300 air defence system to Ukraine, something [Ukrainian] President [Volodymyr] Zelenskyy has personally raised with me in our conversations." To enable this transfer and ensure the continued security of Slovakia, the United States will reposition a US Patriot missile system to Slovakia."
It's an interesting arrangement which allows nearby Eastern European countries to get heavier weapons systems to Kiev faster, also allowing the US to remain less immediately involved in the transfer, though Moscow is likely to be incensed and provoked regardless. Last month there were reports that Poland could provide MiG fighters to Ukraine, and get them replaced with US F-16s - but the plan was shot down by the Pentagon as premature.

Citigroup Inc.'s stock C, +1.70% rose in afternoon trading, reversing an intraday loss of as much as 0.4%, putting it on track to produce a "bullish engulfing" candlestick chart pattern that many technicians believe precedes a trend reversal. On Thursday, the stock had opened at $50.56 then closed at a 17-month low of $50.03. On Friday, the stock opened at $49.84 then rallied to trade recently at $51.05, to completely engulf the previous session's open-close range. When this pattern appears at the low of a significant downtrend, many believes it suggests bulls have taken control. Japan to expel eight Russians, including diplomats, as Kishida announces new sanctions
In a surprise move, Japan announced Friday it will expel eight Russian diplomats and trade representatives, a significant policy change that will likely prompt a similar move from Moscow. The Foreign Ministry made the announcement ahead of Prime Minister Fumio Kishida’s news conference apparently to soften how the news will be received in Moscow. During the news conference Friday evening, Kishida did not speak at length about the expulsion of the diplomats, merely saying that Japan made the decision after “comprehensive judgment.” Kishida, however, announced a sweeping new round of sanctions, declaring that Japan will phase out imports of Russian coal, ban imports of Russian machinery, lumber and vodka, bar new investments in Russia and freeze assets held by major Russian lenders Sberbank and Alfa Bank. Japan will also freeze the assets of an additional 400 or so military personnel and lawmakers and some 20 military-related organizations, including state-run companies, Kishida said.

Compared to some Western countries, Japan had been taking a milder stance against Russia on energy-related sanctions, partly because of its dependence on imports of fuel. The latest measures are to hold Russia accountable for "cruel, inhumane" acts following its invasion of Ukraine, Kishida said, adding that Russia has committed "war crimes that are absolutely unforgivable." IMF Creates New Account to Help Ukraine as Canada Pledges Funds
The International Monetary Fund is establishing a new account designed to give donor nations a secure way to provide support to stabilize Ukraine’s economy after Russia’s invasion.
The IMF board of directors approved the move on Friday, the institution said in a statement. The account would receive loan or grant resources from donors in either reserve currencies or special drawing rights, the IMF’s reserve asset, and disburse support into Ukraine’s account at the fund, the institution said. The so-called “administered account” is set to allow interested countries to pool and to channel resources to help Ukraine meet balance-of-payments and budget needs arising from the war while supporting macroeconomic stability. Bloomberg News earlier this week reported the IMF’s plans to create the account. “Donors will benefit from the IMF’s tested infrastructure to quickly deliver authenticated payments,” the fund said.
The government of Canada proposed in its recent budget has proposed up to CAD 1 billion ($795 million) to be disbursed through the account, and it will be available for any other IMF members or intergovernmental agencies and organizations that wish to use it as a vehicle to provide financial assistance to Ukraine, the IMF said. The IMF last month approved a $1.4 billion emergency loan for Ukraine designed to help the country. The Washington-based fund warned that the recession could eventually be in the range of 25% to 35%, based on data about real-time contractions in other nations ravaged by war. The support also comes amid a slew of international efforts to bolster Ukraine’s budget and raise money for both its armed forces and civilians. The Ministry of Finance has raised about $1.2 billion through the sale of domestic war bonds since the invasion started. It has separately received support from institutions and governments including the European Union and the World Bank.
