Japan will not abandon Sakhalin-2 LNG stake, PM Kishida says

 

Japan will not abandon its stake in the Sakhalin-2 liquefied natural gas (LNG) project in Russia as it is essential to energy security, Prime Minister Fumio Kishida said on Thursday, his clearest comments yet on Tokyo's plans for the development. The Ukraine crisis has put Japan's involvement in the Sakhalin-2 project and similar ones in Russia in sharp focus since Western oil majors have said they would pull out in light of the Russian invasion of Ukraine. Russia calls its actions there a "special military operation." While resource poor Japan has been ramping up sanctions against Russia, Tokyo has repeatedly said that Russian LNG is essential to energy security. "Japan has a stake in Sakhalin 2, which is contributing to securing long-term, stable and low-priced supply of LNG. It is an extremely important project for Japan's energy security," Kishida told parliament. "It is not our policy to withdraw," Kishida said, adding his government would continue seeking ways to reduce Japan's dependence on Russian energy sources.

 

Japanese leading trading houses Mitsui & Co (8031.T) and Mitsubishi Corp (8058.T) own stakes of 12.5% and 10% respectively in the Sakhalin 2 project, from which Shell (SHEL.L) has announced plans to exit. Russia represents 4% of Japan's crude oil imports and 9% of LNG imports, making Moscow a vital energy supplier for Japan, particularly after fuel meltdowns at the Fukushima power plant in 2011 led to sharply lower usage of nuclear power reactors.

Russiaโ€™s Gazprom Exits German Unit; New Owner Isnโ€™t Disclosed

 

Russian energy giant Gazprom PJSC said it no longer owns its German subsidiary, including a trading arm in the U.K. The gas producer has exited Gazprom Germania GmbH and all of its units, including London-based Gazprom Marketing & Trading, it said Friday in a statement. It provided no details or explanation of current ownership.

 

Gazprom subsidiaries in Europe have come under pressure as clients and business partners refuse to do business with them following Russiaโ€™s invasion of Ukraine. The German government has been weighing options for Wingas GmbH a part of Gazprom Germania that supplies about 20% of the local gas market people familiar with the matter said this week. Gazprom Marketing & Trading is facing liquidity problems as banks delay its transactions and peers refuse to deal with it, people with knowledge of the situation said last week.

 

German newspaper Handelsblatt reported Thursday that Germany was considering nationalizing or even expropriating Gazpromโ€™s local subsidiaries, citing sources in the government.

EU Imports Of Russian Gas Soar As Deadline For Ruble Payments Arrives

 

In the latest sign that Germany, Italy and others are complying with Russia's demands to make gas payments in rubles, Sky News reports that the amount of Russian gas flowing into the EU hit its highest level in four months on Friday, which is the deadline - set by President Putin - for countries to start making their payments in rubles.

 

The Kremlin has appeared to leave the door open to a last-ditch compromise, saying that Russia wouldnโ€™t halt all supplies today as payments on deliveries due after April 1 wouldnโ€™t be taken until as late as May. Roughly 60% of gas imports into Europe are currently paid in euros, and the rest in dollars. What's more, Russian press reported Friday that the country hasn't seen a decrease in oil output

 

Given the dire consequences of losing Russian gas supplies, energy experts cited by Sky expect Russia and the EU to reach some kind of agreement to allow clients in countries like France and Germany continue to paying for their gas in euros while Gazprom converts the money to rubles in specially designated accounts.

 

"It was in the interest of both parties to avoid a complete halt of flows," said Leon Izbicki, a natural gas analyst at Energy Aspects. "Europe would need to implement rationing of gas, which would have massive ramifications and lead to industrial shutdowns, while Russia would lose yet another revenue stream." Gazprom has already started laying the foundation for the move, having already sent requests for clients to make the switch. However, Bloomberg reported just minutes ago that Shell has already run into issues with Gazprom's proposed system for ruble payments as sanctions complicate the situation.

Shell Canโ€™t Use Gazpromโ€™s Ruble-Payment Method Due to Sanctions

 

Shell Plc may have difficulty paying for Russian gas supplies this month because the Kremlin wants payments transfered through U.K.-sanctioned Gazprombank JSC, according to two people familiar with discussions in Russia.

 

Gazprom PJSC, the single largest provider of natural gas to the European continent, now only accepts ruble payments for supplies of the fuel to so-called โ€˜unfriendlyโ€™ states, including the European Union and the U.K. Shell has at least two long-term contracts that would be affected by this rule, jointly equivalent to about 1.5% of Gazpromโ€™s annual exports to key foreign clients.

 

To keep receiving Russian natural gas, all European buyers now need two accounts in Gazprombank, one in rubles and one in a foreign currency, with the Russian bank responsible for making the conversion. This is not possible for Shell because the Gazprom-owned lender was sanctioned by the U.K. in March in retaliation for the invasion of Ukraine.

 

European nations, which rely on Russia for about 40% of their gas, are still getting to grips with the payment rules imposed by the Kremlin and assessing their impact on the continentโ€™s energy security. Europe has announced plans to wean itself off Gazpromโ€™s supplies in the medium term since the Kremlin ordered the attack on Ukraine. Shell has pledged to make a โ€œphased withdrawalโ€ from buying Russian oil products, pipeline gas and LNG, but will continue to receive some supplies under long-term contracts until they expire. It has a 20-year agreement with Gazpromโ€™s export arm to receive 1.2 billion cubic meters of gas a year until 2031 with delivery to Germany. In 2009, the London-based firm signed an agreement with Gazprom for annual pipeline-gas supplies of about 1.4 billion cubic meters until 2028.

 

Any purchases of liquefied natural gas from Russia are exempt from the ruble-payment requirement. Gazprom is aware of potential payment issues with Shell and is looking into ways to resolve them, the people said on condition of anonymity because the discussions are not public. The Russian energy firm does not expect the switch to rubles to become a significant problem in its dealings with most of European clients, one of the people said. โ€œWe are monitoring the situation carefully,โ€ Shellโ€™s press office said in an email, declining further comments on any potential issues with transferring money to Gazprom.

 

Gazprom started notifying clients about the new payment order on Friday. Customers will have a few weeks to adjust to the new rules as payments gas received in April are only due later this month or in May, said Kremlin spokesman Dmitry Peskov.

 

A number of EU officials have indicated that the new payment rules will probably have little effect on Russian supplies to the continent as the customers can still transfer the money in dollars or euros, depending on their contracts. Still, the question of whether the Russian decree undermines sanctions must be agreed at the EU level, according to a German official.

Soaring gas prices lead California drivers to Mexico for cheaper fuel: report

 

Sky-high gas prices are driving some in California to fill up their tanks in Mexico.

 

Los Angeles' FOX 11 reported Thursday that some drivers with license plates from the Golden State are traveling as far as Tijuana. Gas there, the outlet said, is being offered at prices at least $2 less per gallon than in Southern California.

 

With some stations in California continuing to charge more than $7 per gallon, the Biden administration has moved to cut fuel prices "fairly significantly." Energy prices have spiked after the U.S. and allies imposed sanctions on Russia over its invasion of Ukraine.

London Metal Exchange Bans Some Russian Metal From British Warehouses

 

The London Metal Exchange suspended deliveries of some Russian produced metals into its approved warehouses in Britain on Friday, although there is none stored in them at present.

 

The exchange, which is owned by Hong Kong Exchanges and Clearing Ltd, said in a statement that there was significant risk that someone receiving such metal from British warehouses would be hit with very high additional costs. The British government placed 35% additional duties on imports of Russian copper, lead, primary aluminium and aluminium alloy on March 15. Some LME members have called for bans on Russian metals in its system but the world's largest and oldest venue for tradingmetals has said it would not go beyond what British government sanctions against Russia dictate.

 

Aluminium produced by Rusal and copper produced by Norilsk Nickel (Nornickel) and JSC Uralelektromed could only be delivered into approved LME warehouses in Britain if it had been exported from Russia before March 25, the LME said. Rusal and Nornickel declined to comment.

The LME said its suspension also included lead and aluminium alloy made by Rusal and three other producers.

 

"Neither Nornickel nor Rusal send any of their metal to UK warehouses," an industry source said.

 

Britain has two approved locations for LME warehouses, in Hull and Liverpool, but they have very little metal. None of the four metals being suspended are currently being stored in British LME warehouses, LME data shows.

 

LME facilities in Liverpool, however, have 1,416 tonnes of nickel. Nickel is not suspended and is not on the British list for additional duties, even though Russia's Norilsk Nickel is one of the world's biggest producers.

Russian Central Bank Eases Capital Controls As Ruble Erases Losses

 

Now that the Russian ruble has erased all of its post-incursion losses (pretty much was done by Tuesday of this last week see here >>131938 pb cap #4) the Russian Central Bank decided on Friday that it would loosen restrictions on the transfer of funds abroad, much to the relief of ordinary Russians (particularly the wealthy, as well as the Middle class, who have increasingly been turning to the UAE, Israel and other locales as havens for their capital and assets).

 

CBR said it would allow Russians and non-residents from countries that don't support sanctions to transfer up to $10,000, or its equivalent in another currency, each month.

 

Shortly after Russia's "special military operation" began last month, Russiaโ€™s central bank tightened restrictions on money flowing abroad, barring non-Russians from transferring more than $5,000 a month out of the country.

 

Transfer limits will be determined using the CBR's official exchange rates for the ruble against other currencies, the bank said.

 

Still, Russia will retain a tight grip on its currency market even with the easing of these capital controls. Russian brokerages still arenโ€™t allowed to let foreign clients sell securities, one of a retinue of policies intended to support the ruble.

 

CBR has also restricted the amount of dollars that Russians can withdraw from bank accounts denominated in foreign currencies. Russian banks have been barred from selling foreign currencies to Russians until early September as the Russian banking system continues to face the repercussions of the seizure by the West of hundreds of billions of dollars' worth of foreign-currency reserves held in accounts abroad.

Defaults on wealth management products double in China

 

The woes of China's property market have led to a surge in defaults on wealth management products tied to real estate projects, angering retail investors and hitting an important source of funding for an already cash-strapped industry. With property sales slowing sharply, 91.7 billion yuan ($14.4 billion) in real-estate-linked trust products failed to pay out dividends owed or otherwise meet obligations last year, double the 2020 total, according to Use Finance & Trust Research Institute. Instruments tied to real estate accounted for more than 60% of trust products in default, up from less than 10% in 2018. Dozens of investors from across China protested in mid-March outside the Guangzhou head office of Cedar Holdings Group after it ran late on interest and principal payments on products it had guaranteed. "I'm 81 years old. What am I going to do now?" one said.

 

Cedar, a private conglomerate with a portfolio ranging from apparel to chemicals that reported operating income of 233.4 billion yuan in 2020, has run into issues with multiple financial products since last year. While the investments in question are linked to a wide range of underlying assets, the main culprits are believed to be trust products tied to real estate development projects in which Cedar held a stake. These can offer impressive yields as long as property prices keep rising, which made them popular among retail investors in a country with a hot real estate market. Problems with these investments have sparked multiple protests recently. When reports came out in November that developer Kaisa Group could not make payments on wealth management products it had guaranteed, hundreds of investors gathered in Shenzhen, where the company is headquartered. Police ultimately stepped in to quell the demonstration.

 

In Cedar's case, observers chalk up the trouble to the widespread cash crunch across the real estate sector, spurred by tighter government scrutiny of developers' finances. The state of China's property sector, which accounts for about a fifth of gross domestic product, still looks grim. Home sales sank 22% from a year earlier to 1.37 trillion yuan for the first two months of 2022, continuing a trend of year-on-year declines since last July, according to the National Bureau of Statistics. Overall issuance of trust products slumped over 60% last year, with a particularly steep drop in real estate as property market fluctuations set defaults skyrocketing. As alarm grew over the state of China Evergrande Group and other developers, investors kept a wide berth from wealth management products from these companies, further narrowing their fundraising options. Authorities have not been entirely sympathetic to investors hurt by the defaults, as shown by the response to another protest at Cedar's headquarters in February. Dozens of people, including journalists, were herded onto buses by police and driven from the site, with at least one going to a cultural center half an hour away. Boxed meals and water were provided to the detained passengers. "It was terrifying how prepared the authorities were," one Shanghai resident said.

 

As the real estate market continues to languish, the government is starting to take steps such as delaying broader trials of a property tax. But even if market conditions improve, it will be difficult to regain the trust of the people who nearly lost their money.

The Commodity Futures Trading Commission (CFTC) will feature its โ€œmost diverse set of commissioners in the agencyโ€™s historyโ€ after the confirmation of four nominees to vacant board seats Monday. The Senate unanimously approved the appointments of Christy Goldsmith Romero, Kristin Johnson, Summer Mersinger, and Caroline Pham to serve as commissioners at the derivatives market regulator. Romero and Johnson fill Democratic openings, while Mersinger and Pham are Republicans.

 

Sen. A Hundred Firms Pull $45 Billion of Deals Since War in Ukraine

 

At least a hundred companies worldwide have delayed or pulled financing deals worth more than $45 billion since Russiaโ€™s invasion of Ukraine.

About 50 companies have shelved their IPO plans since late February, of which almost 30 were U.S. listings, including the likes of Bioxytran Inc., Crown Equity Holdings Inc. and Sagimet Biosciences Inc. Itโ€™s difficult to estimate the total value of the delayed IPOs, as most of the transaction sizes havenโ€™t been revealed.

 

The most prominent delays with disclosed amounts came from Asia and Europe. Olam International Ltd. postponed a primary listing of its food unit on the London Stock Exchange that would have valued the business at 13 billion pounds ($17.1 billion), while Chinese conglomerate Dalian Wanda Group Co. put on hold a planned Hong Kong IPO of its shopping mall unit that was targeting to raise about $3 billion. Mergers and acquisitions have not been left unscathed, with around 10 deals valued at more than $5 billion stalled since the war. Thatโ€™s left global M&A down 15% in the first three months of the year to $1.02 trillion, the lowest tally since the third quarter of 2020, according to data compiled by Bloomberg.

 

Microsoft Corp.โ€™s $69 billion takeover of video game publisher Activision Blizzard Inc. was one of the few megadeals as companies mostly shied away from large transactions.

 

The worst decline was in Europe, where acquisitions targeting the regionโ€™s companies fell 38%. The U.Kโ€™s Spectris Plc ended negotiations in March to buy Oxford Instruments Plc in a deal that would have been valued at 1.8 billion pounds. Peel Hunt Ltd. said the delayed deals will dent its investment banking revenue, while peer Numis Corp. also warned of a hit.

 

The impact of the war has been felt across global bond markets, where issuance is down 14% so far this year, according to Bloomberg data. Eight issuers from Europe, including the Slovak Republic, utility EnBW Energie Baden-Wuerttemberg AG, and French financial firm Coface SA shelved more than $5 billion of bonds.

 

In Japan, seven companies including Sumitomo Mitsui Construction Co. Ltd., Tohoku Electric Power Co. Inc. and Orix Corp. have pulled domestic bond issues totaling about $800 million. And in India, even state-owned Indian Railway Finance Corp. Ltd. couldnโ€™t avoid delaying its sale. Other debt markets, including leveraged loans and asset-backed securities, are also struggling.

 

Callaway Golf Co. was marketing a $950 million loan before placing it on hold indefinitely in early March, citing market conditions. German eye-care firm Veonet Group shelved a 795 million euro loan that was in syndication on the day the war erupted on Feb. 24.

 

Even electric car giant Tesla Inc. had to delay a sale of more than $1 billion in asset-backed securities in mid-March, while the likes of Deutsche Bank AG had to put commercial mortgage-backed deals on hold.

Roman Abramovich's $1 Billion Five-Yacht Fleet Exposed

 

Since the start of Russia's "special military operation" in Ukraine and the subsequent sanctions levied by the West, the western press (and western authorities) have become obsessed with tracking the luxury assets belonging to Russia's billionaire class. Italy has already seized hundreds of millions of euros' worth of yachts and villas, and it's not the only jurisdiction seizing assets (or preparing to do so). Given his high visibility in the West, it's perhaps not a surprise that Roman Abramovich's assets (which, until very recently, included Chelsea Football Club, the popular English Premier League team which he recently placed in the hands of a trust ahead of a sale) have been the focus of particular attention. Two of his yachts ended up in Turkey after fleeing European sanctions.

 

Now, an investigation by the FT has managed to pierce the veil of secrecy surrounding Abramovich's assets, and as it turns out, the two megayachts mentioned above represent only a part of his fleet. The Solaris and Eclipse (worth $474 million and $437 million, respectively) are safely in Turkey. But the FT has discovered that the Russian billionaire also owns the Halo and Garรงon, which are both presently moored in Antigua, leaving them within the reach of European authorities. Per the report, the Antiguan government was unaware of his ownership of the luxury vessels docked on the island prior to being informed by the FT.

 

This opacity of ownership, a common theme that authorities have confronted in seeking to track down assets owned by sanctioned individuals (while Abramovich has been sanctioned by the EU, Washington has so far held off, purportedly at the urging of Ukrainian President Volodymyr Zelensky), illustrates just how difficult it can be to find and seize oligarchs' assets. According to the FT, both Halo and Garรงon, valued at $38 million and $20 million, respectively, and are now at risk of being seized.

In a letter to the British high commissioner to Barbados regarding the yachts, Antiguan minister of foreign affairs Paul Chet Greene said the island would โ€œprovide full assistance to the government of the United Kingdomโ€ if it receives a request under the two nationsโ€™ Mutual Legal Assistance Treaty.

 

The letter noted that Antigua had requested information on the company that owns the two boats - British Virgin Islands-registered Wenham Overseas Limited - after "persistent allegations by the Financial Times that the vessels could be owned by Mr Roman Abramovich." In response, the British high commission provided Antiguan authorities with a letter, seen by the FT, "from the Financial Investigation Agency of the British Virgin Islands which states the beneficial owner of Wenham Overseas Ltd is Roman Abramovich".

 

What's more, British authorities also believe Abramovich is the owner of a fifth yacht presently docked in the South of France. A person with knowledge of Abramovichโ€™s boat collection and documents seen by the FT indicate that the oligarch may also still be the owner of Sussurro, the first yacht he bought in 1998, despite reports he had given it to an ex-wife in a divorce. The person who correctly identified the two yachts in Antigua as belonging to Abramovich told the FT the oligarch still owned Sussurro. The vesselโ€™s owner is listed in maritime registers as Vesuvius International Limited in the British Virgin Islands. BVI documents show this company was deregistered there in 2017. Another Vesuvius International was registered in Jersey the same year. In total, Abramovich's fleet of vessels is worth roughly $1 billion. And while the two most expensive yachts are already safely stowed away in Turkey, he will likely need to move fast if he wants to avoid the rest of his fleet from falling into the hands of European authorities.

Back in December, when stocks were still trading at all time highs and few traders were concerned about selling, we waved goodbye to liquidity and wrote that "one of the main reasons sophisticated, wealthy investors would pick hedge funds over private equity firms to manage their wealth - despite variances in fee schedules of course - is access to near immediate liquidity: unlike PE funds which lock up capital for years, hedge funds provide clients with the option to cash out just days or weeks after sending in their redemption request - after all, the money is in "public" equities which can be sold with the flick of a switch. However, as a result of the unprecedented bifurcation of the hedge fund market, where the vast majority of hedge funds continue to underperform their benchmarks and are bleeding AUM while a handful of giant multi-strat funds are swimming in profits, have long lines of willing investors and can therefore change the rules at will without fear of losing clients, access to liquidity at the best performing hedge funds is about to become a thing of the past." We were referencing the recent quiet transitions taking place among some of the world's best performing, and most levered hedge funds such as Millennium and Citadel, which are gradually transitioning away from a conventional redemption schedule toward draconian, PE-like lock ups as long as 5 years. That means that if you send in your redemption notice now, you may get your money some time in 2027, if you are lucky. According to Bloomberg, at least four other large multi-manager funds have changed their terms or started new share classes this year, all extending the time it takes for investors to get out.

Well, just four months later, following the most brutal bear market in tech names since the covid crash, it has become all too clear why hedge funds are seeking to lock clients in for as long as possible: take one of the world's most prominent tech investors, Chase Coleman's Tiger Global, where things have gone from bad to worse very, very fast.

 

According to Bloomberg, Tiger's flagship hedge fund fell nearly 34% in the first quarter, due to poor-performing stocks and markdowns of private holdings. But mostly due to poor-performing stocks, i.e., the tech crash. The hedge fund tumbled more than 13% in March, according to a person familiar with the matter, capping three straight losing months and a tough 2021. The decline was 7% last year, its first annual drop since 2016. Tiger Globalโ€™s long-only fund sank about 36% in the first quarter, while its Crossover fund, which invests in public and private companies, fell about 21%, according to the letter. "Stock declines in our focus areas have been steeper, faster, and longer lasting than in prior drawdowns,โ€ the firm said in Fridayโ€™s letter, signed by the investing team. While Tiger Globalโ€™s shorts generated gains, โ€œthey have not kept pace with the decline in our longs.โ€ A quick look at Tiger's 13F shows why a 34% drop is actually surprisingly low for a hedge funds who only holdings are some of the highest beta names, both in the US and in China. All of Tiger Globalโ€™s biggest stock holdings at year-end, including JD.com and Microsoft, have declined this year and most fell by double digits, with many sliding into a bear market if not far worse.

Cathie Wood, the founder of Ark Investment Management, said any decision by Federal Reserve to raise interest rates as the yield curve inverts would be a mistake.

 

U.S. government bond yields reached new levels of inversion Friday after a solid jobs report bolstered bets that the central bank will increase the size of its next rate hike. The two-year rate exceeded the 30-year for first time since 2007, while other parts of the curve, including the five-year and 30-year segment, already inverted.
