The US Securities and Exchange Commission sent a query last month to Elon Musk over how he disclosed his major stake in Twitter Inc. -- the clearest signal yet that the Wall Street regulator is scrutinizing his efforts to buy the social network. The SEC requested information from Musk about the timing of his disclosure and the type of filing he made, according to a letter dated April 4 and posted by the SEC. Plans For ‘Dirty Bomb’ Nuclear Drill During Indy 500 Race
A week after completing a simulated “dirty bomb” attack in Austin, Texas, the U.S. Department of Energy’s National Nuclear Security Administration (NNSA) plans to conduct three days of helicopter survey flights to test for radiation over the Indianapolis Motor Speedway complex starting May 25.
According to the NNSA, the agency will conduct low-altitude aerial surveys during the Indianapolis 500 race taking place on May 29.
It said: “The public may see a twin-engine Bell 412 helicopter, which is equipped with radiation sensing technology and operated by [Nuclear Emergency Support Team] NEST’s Aerial Measuring System based at Joint Base Andrews in Maryland.” “The helicopter will fly in a grid pattern over the areas at 200 feet or higher … at a speed of approximately 80 mph. Flyovers will occur only during daylight hours and will take roughly two hours per area to complete.” Surveys are a “normal” part of security and emergency preparedness and are warning the public to avoid causing alarm, the NSSA said.
The Austin Police Department and NNSA did not respond to a request for comment. The helicopter surveys come on the heels of a major radiological incident exercise by the security administration in Austin on May 16-20.
Dubbed “Cobalt Magnet 22,” the exercise involved more than 30 local, state, and federal agencies at various locations around the city to “ensure against radiological threats.” “The men and women of the Nuclear Emergency Support Team … are trained to provide decision-makers with timely, actionable scientific advice during fearful events,” said Jay Tilden, DOE’s deputy undersecretary for counterterrorism and counterproliferation. “Saving lives and reducing the impact of a nuclear incident requires a full understanding of what happened, who will be affected, and what the optimal response should be. NEST’s bread and butter is providing that information to local, state, and federal leaders as rapidly as possible.” The NNSA said those city residents in the exercise zone would likely see field teams in protective clothing using radiological monitoring and detection equipment, low-flying aircraft gathering data, and first-responders. Officials said the exercise would simulate a dirty bomb to enable first-responders to practice giving emergency relief and restoring “essential services.” Cobalt Magnet 22 was the result of 18 months of planning for implementation.

Mirati extends losses after KRAS inhibitor data; Stifel says selloff is overdone
Mirati Therapeutics (NASDAQ:MRTX) continued to trade lower in the pre-market Friday after the clinical-stage oncology company updated data for its KRAS inhibitor, adagrasib, while Stifel defended the stock noting that the post-market selloff was “overdone.”
The data were generated from a registration-enabling Phase 2 cohort of the KRYSTAL-1 study, which involved patients with non-small cell lung cancer (NSCLC) who underwent at least one prior systemic therapy.
The results indicated an 80% of median progression-free survival ((mPFS)) and 12.6 months of median overall survival ((mOS)).
The readout “more or less confirms the similarity of full dose Lumakras and adagrasib monotherapy,” Stifel analysts wrote, referring to a rival therapy developed by Amgen (AMGN) with a similar mechanism of action.
However, the frontline setup in NSCLC offers a much larger sales opportunity, and the ability to combine with Merck (MRK) immunotherapy Keytruda will determine the eventual winner, the analysts added.
Stifel attributes the selloff to a lower than anticipated median duration of response ((mDOR)) of 8.5 months, compared to 12.5 months for Lumakras, which, according to analysts, adds “some accelerated approval risk.”
Despite the selloff in a second-line setting, the firm argues that the company is more likely to succeed than Amgen (AMGN). “…we recommend focusing on what we think is a more important frontline catalyst later in the year,” the analysts added.
Stifel maintains the Buy rating on Mirati (MRTX) and trims the price target to $105 from $133 per share.
Adagrasib is currently undergoing FDA review under accelerated approval as a second-line option for NSCLC. A decision is expected on or before December 14, 2022.

Credit Suisse downgrades Citigroup as shares near target price
Credit Suisse analysts Susan Roth Katzke and Jill Shea on Friday downgraded shares of Citigroup Inc. C, -1.02% to neutral from outperform after the stock has risen 15% from its recent lows and climbed to within 10% of their $58 a share target price. "We realize that the downside to C shares may prove more limited given a valuation within reach of prior cyclical troughs; but we believe the upside, relative to peers, will also prove more limited given the long road ahead in Citi's transformation process," analysts said. Credit Suisse reiterated its 2022 earnings target of $6.25 a share and its 2023 earnings target of $6.95 a share for Citi. The targets do not include net gains on sales or incremental restructuring costs. The 2024 earnings target of $8.55 a share, if achieved by Citi, will translate to a return on tangible equity (ROTE) of about 8%. Citigroup shares fell 1.3% on Friday. The stock is down 11.6% so far in 2022 compared to a 9.9% loss by the Financial Select Sector SPDR ETF XLF, 0.79%.

Carlyle Group Inc. is seeking to raise $8.5 billion for its biggest-ever Asian buyout fund, people familiar with the matter said. The Washington-based private equity firm has started meeting investors for its sixth buyout fund in the region, according to the people, who asked not to be identified because the information is private. Delinquencies, Foreclosures and REO
Last year, I pointed out that the foreclosure moratorium, combined with the expiration of a large number of forbearance plans, would NOT lead to a surge in foreclosures and impact house prices (as happened following the housing bubble). In September 2021, I wrote: With house prices up sharply year-over-year - up 16.6% nationally in May according to Case-Shiller - very few borrowers will have negative equity, and most seriously delinquent borrowers will be able to sell their house, as a last resort, and avoid foreclosure.
So, although foreclosures will increase from the record low levels, it will take some time (probably in 2022), and there will not be a huge wave of foreclosures like following the housing bubble.
Some simple definitions (for housing):
Forbearance is the act of refraining from enforcing mortgage debt.
Delinquency is the failure to make mortgage payments on a timely basis.
Foreclosure is when the mortgage lender takes possession of the property after the mortgagor failed to make their payments. “In foreclosure” is the process of foreclosure. REO (Real Estate Owned) is the amount of real estate owned by lenders. We will probably see an increase in REOs throughout 2022.

More than $163 billion in benefits likely leaked from the unemployment system during the pandemic, with a “significant portion” attributable to fraud, according to a U.S. Department of Labor report. Congress created many new programs in March 2020 to support millions of people who lost their jobs from the Covid-19 fallout. Together, the programs raised weekly benefits, increased their duration and expanded the pool of workers eligible for payments. They ended last September, though many states opted out sooner.
In that time, the federal government issued almost $873 billion in total unemployment payments, the Labor Department said in a semiannual report to Congress released Thursday. Criminals were able to defraud the system due to program weaknesses and easily stolen personally identifiable information, the agency said.
Many states weren’t prepared to process the crush of new claims for benefits and struggled to implement the newly created programs — and many traditional internal fraud controls weren’t used as a result. Criminals could make a fraudulent claim for benefits with relatively low risk of being caught, potentially getting tens of thousands of dollars, the Labor Department said.
Much criminal activity targeted the temporary Pandemic Unemployment Assistance program for gig, self-employed and other workers. Lawmakers initially let program applicants self-attest their qualification for benefits; they later rescinded that feature and added fraud safeguards, as did states.
The Labor Department has also taken additional fraud-prevention measures, including grant money to help states upgrade their administrative systems."The volume of [unemployment] investigative matters currently under review is unprecedented in the OIG’s history."--U.S. Labor Department’s Office of Inspector General
Even with rules that were initially laxer, it took states weeks (sometimes months) to start issuing Pandemic Unemployment Assistance. For example, early PUA checks corresponded to delays of six or seven weeks, according to a recent report from The Hamilton Project, part of the Brookings Institution. In December, the Labor Department reported that 18.7% of benefit payments in 2021 were issued improperly. By applying the 2021 rate to the $873 billion of total pandemic-era unemployment benefits, the Labor Department derived its new estimate that at least $163 billion may have been issued improperly. Before the pandemic, the Labor Department’s Office of Inspector General opened about 120 investigations each year related to unemployment insurance. In the pandemic era, the Office has gotten more than 144,000 unemployment fraud complaints from the U.S. Department of Justice and has independently opened more than 39,000 fraud investigations — an increase in volume by a factor of more than 1,000, it said.
“The volume of investigative matters currently under review is unprecedented in the OIG’s history,” its report said.
