BIG SAFARI is the USAF's program office responsible for for sustainment and modification of specialized special mission aircraft. Japan aims to maintain stakes in Russia's Sakhalin 2 energy project

 

Japan has decided to maintain its interests in the Sakhalin 2 oil and liquefied natural gas project in the Russian Far East, with the government coordinating with two Japanese stakeholders to that end, government sources said Saturday. With the plan, Mitsui & Co. and Mitsubishi Corp. would keep 12.5 percent and 10 percent stakes, respectively, despite Russian President Vladimir Putin's signing of an order that sets up a new operating company to tighten its grip on the project. Putin's action is seen as retaliation against Japan and other countries for sanctions they slapped on Russia over its military aggression in Ukraine.

 

It is unknown whether Tokyo can maintain its stakes as Moscow will have the final say about the continuation of investments by the two Japanese trading houses. Japan, reeling from the effects of higher energy prices following Russia's war in Ukraine, might be forced to source LNG from the market at higher prices. Around 9 percent of Japan's LNG imports come from Russia, almost all of them supplied by Sakhalin 2. In a meeting Friday, Prime Minister Fumio Kishida and Koichi Hagiuda, the minister of economy, trade and industry, affirmed a plan to maintain Japan's interests in Sakhalin 2.

 

The Kishida government has stressed the need to retain interests in oil and gas projects off Sakhalin as they are vital to securing stable energy supplies amid surging energy prices. Besides Sakhalin 2, Japan also invests in the Sakhalin 1 project, with Sakhalin Oil and Gas Development Co. a Japanese consortium involving the Ministry of Economy, Trade and Industry, trading houses Itochu Corp. and Marubeni Corp., and others holding a 30 percent stake. On June 30, Putin signed a decree to set up a new operating company for Sakhalin 2 affiliated with Russian energy company Gazprom, effectively putting it under Russian government control, with all staff and businesses transferred from the current operator Sakhalin Energy Investment Co.

 

According to the decree, foreign investors must apply within a month to retain their existing shares in the new entity after it is established. This is needed to ensure security of supply as the levels of gas shipments from Austria into Hungary are lowered by insecurity in Western Europe's pipeline system, Szijjarto said.

 

"We are receiving on a daily basis a steady volume of 32-33 million cubic meters of gas, we get half of this amount via Turkstream via Serbia every day -- this shows that the southern shipping route is the most stable, predictable and secure," he said in a video posted on Facebook. Trader Behind Huge Fed Funds Wager Bags $14 Million in First Day

 

A trader is pocketing big profits for breaking with the pack and placing a sizable bet that the Federal Reserve won’t increase the size of its interest-rate hikes. On Friday, "someone" purchased October futures with a notional value of $150 billion that are tied to the Fed’s benchmark overnight rate. The futures price in expected moves at the July and September meetings. The trade marked a bet that financial markets had shifted too far by pricing in increasing odds that the central bank would raise its key rate by as much as a full percentage point at one of the two meetings.

 

The wager quickly turned profitable as expectations were dialed back heading into Friday’s close of trading. By day’s end, it was 11.5 ticks higher, amounting to a profit of about $14.4 million from the level at which the wager was placed. Speculation that the Fed would start increasing the size of its rate hikes had surged after Wednesday’s consumer price index report showed that inflation jumped to another four-decade high, signaling that price pressures haven’t abated even as the central bank tightens monetary policy aggressively. By Thursday, futures contracts were pricing in high odds that the Fed would increase the rate by a full percentage point at one of the next two meetings.

 

But policy makers pushed back on that speculation, driving investors to pare their bets. Futures are now roughly pricing in that the Fed will raise its rate by 75 basis points at each of the next two meetings.

Russia’s Gazprom declares force majeure on some gas supplies to Europe

 

The European Union, which has imposed sanctions on Moscow, aims to stop using Russian fossil fuels by 2027 but wants to supplies to continue for now as it shifts away from Russian supplies. Russian gas supplies have dropped via major routes, including via Ukraine and Belarus and through Nord Stream 1 under the Baltic Sea. Russia’s Gazprom has declared force majeure on gas supplies to Europe to at least one major customer, according to the letter from Gazprom dated July 14 and seen by Reuters on Monday.

 

The letter said Gazprom, which has a monopoly on Russian gas exports by pipeline, could not fulfil its supply obligations owing to “extraordinary” circumstances outside its control. It said the force majeure measure, a clause invoked when a business is hit by something beyond its control, was effective from deliveries starting from June 14.

 

A trading source said the letter concerned supplies through the Nord Stream 1 pipeline, a major supply route to Germany and beyond. Gazprom had no immediate comment.

 

The measure will likely escalate tensions between Russia and the West over the Russian invasion of Ukraine, action Moscow calls a “special military operation”. The European Union, which has imposed sanctions on Moscow, aims to stop using Russian fossil fuels by 2027 but wants to supplies to continue for now as it shifts away from Russian supplies.

 

Russian gas supplies have dropped via major routes, including via Ukraine and Belarus and through Nord Stream 1 under the Baltic Sea. Nord Stream 1 is currently undergoing maintenance.

Hindenburg Research is throwing its support behind Twitter as it enters a legal battle with Elon Musk over the Tesla chief executive's decision to terminate his $44 billion acquisition of the social media giant. "We have accumulated a significant long position in shares of Twitter," the short-selling firm tweeted on July 13. "Twitter’s complaint poses a credible threat to Musk’s empire."

 

In a July 8 letter, Musk's lawyers said he would be abandoning the deal, claiming Twitter is "in material breach of multiple provisions" of the agreement and "appears to have made false and misleading representations" when it accepted Musk’s acquisition offer on April 25. Musk has disputed Twitter's internal estimates that spam and fake accounts make up less than 5% of its users. Twitter responded to the letter on July 10, calling Musk and his team's "purported termination" of the deal "invalid and wrongful" and constitutes a "repudiation of their obligations under the agreement." Two days later, the company filed a lawsuit against Musk in the Delaware Court of Chancery in an effort to force him to follow through on the deal. Twitter's complaint accuses Musk of refusing "to honor his obligations to Twitter and its stockholders because the deal he signed no longer serves his personal interests." "Twitter’s bot issue is perhaps the worst pretext Musk could have chosen for terminating the deal given that it was clearly and publicly a reason he entered the agreement in the first place," he said. A judge will hear arguments on Tuesday morning for Twitter's request to hold a trial in September. Twitter has requested that the proceedings be expedited because the merger agreement with Musk terminates on Oct. 25.

The Legion Strategies fund suspended redemptions because private companies, which are harder to sell, now make up about 20% of the portfolio, one of the people said. The Legion Strategies fund gained exposure to digital assets through other funds managed by Skybridge, including vehicles focused on Bitcoin, Ethereum and Algorand, according to a regulatory filing. As of Feb. 28, almost a quarter of Legion’s net assets were invested in such fund. Skybridge runs a larger fund-of-funds, the Multi-Adviser Hedge Fund Portfolios, which managed about $2 billion as of March 31, according to a separate filing. That fund fell about 5.5% for the year through March 31.

 

Redemptions for that fund are made through a tender offer by Skybridge. The firm told clients it will buy back 10% of the fund’s shares at the end of September, the next time investors are allowed to pull money, one of the people said.

 

A representative for New York-based Skybridge didn’t reply to messages seeking comment.

IMF Approves Kenya $236 Million Loan, Urges Reform Agenda Kept

 

The International Monetary Fund approved the disbursement of a $235.6 million loan to Kenya as the East African nation met the lender’s targets and made progress in addressing debt vulnerabilities. The approval brings the IMF’s total disbursements to Kenya to $1.21 billion, out of a total of about $2.34 billion available under a 38-month program approved in April 2021, the Washington-based lender said in an emailed statement on Monday. The financing was approved after the fund completed its latest review of the program in April. Kenya requested waivers on some of the program’s conditions before the review, after the government failed to fulfill key commitments, including establishing a central government payroll and making public the ownership details of companies that are awarded public tenders as a way to curb corruption, Business Daily reported July 13. The lender estimates that economic growth in Kenya will slow to 5.7% this year, after growing 7.5% in 2021, which was the fastest pace in more than a decade.

 

Inflation is seen accelerating to an average 7.3%, fueled by the surge in food and fuel prices spawned by Russia’s war with Ukraine, and the worst drought in four decades in Kenya. The country is using the credit facility to support its budget. The government had included the loan in its external financing for the fiscal year ended June 30, but the lender’s executive board didn’t approve it by end of the period. Kenya dropped a plan to borrow $1 billion from commercial banks by the end of June because of unfavorable pricing, having earlier scrapped a plan for a eurobond of similar size. Yields on Kenya’s eurobonds due 2024 breached the 20% mark for the first time last week, and traded at 21.% on Monday.
