Just out of curiosity, how do you decide that your first equation is 99.9985% accurate when one of its elements is undefined? I respectfully suggest that if you don't know what 100% accuracy would be, you can't know what any other level of accuracy would be, either.
I also want to point out that Memphis, Egypt is not the only thing residing at lat 29.85984 so the number itself does not demonstrate the significance of Memphis being there.
I would also suggest that the earth's circumference at the meridian is in a constant state of flux and that this is a value obtained by consensus and definition with only a rough relationship to the actual value.
