Middle building is part of....
Pump house, water, sewer and HVAC line sets visible here from ventilation building. Likely storage and entry from this location. Great effort went into having no windows facing any areas and concealing purpose with plants, tinting, build up of soil, etc.
Usually caused by dumping chemicals that alter ph etc. no telling. Generally the gulf has been having trouble with it in recent years more than usual. The tunnels run under the road (100% certain. Behind both large buildings near helipad and likely from helipad building.) They could survive there with huge generators, fuel, et al for quite some time.
All of this is running along a sizable service corridor under the roads in this area. The direction of the lines, qty, et al. Is indicative of this. This building is where all the other aspects connect and this is the service building. Probably has storage, coolers etc. also and elevator. The bump up on the roof is to support this.
I think they’re doing some heavy dumping (and sewer lines likely run out here since the service corridors run under the roads to this point)

Ty anon. They lined up with the compas on the island like a billboard pointing to the temple. But also makes the service building stand out. I’m doubtful buildings outside of this are connected except the tunnel entrance down the hill from the temple
