House Oversight Chairman Elijah Cummings’s wife has funneled hundreds of thousands of dollars from her charity to her private for-profit organization, according to a previously undisclosed cost-sharing arrangement that multiple experts said raises red flags.

Maya Rockeymoore Cummings’s charity, the Center for Global Policy Solutions (CGPS), paid her for-profit venture, Global Policy Solutions LLC, over $250,000 in “management fees” between 2013 and 2015, according to the charity’s audited financial statements covering those years. The management fees were paid in addition to a cost-sharing agreement where the charity pays for its share of equipment, personnel and other expenditures.

Rockeymoore Cummings’s charity is funded by companies with interests before her husband’s congressional committee, according to the Washington Examiner.

“It’s self-dealing. It’s taking the charity’s resources and turning them into personal profits,” National Legal and Policy Center (NLPC) investigator Tom Anderson told The Daily Caller News Foundation. “IRS law doesn’t allow a charity for this purpose. This isn’t for the public interest, this is for her personal interest. You can’t do that.”

Cummings, a Maryland Democrat, listed his wife’s LLC on his most recent financial disclosure reports as an asset worth between $250,001 and $500,000.

The NLPC filed an IRS complaint against Rockeymoore Cummings’s charity and LLC in May, alleging that companies with interests before the House Oversight Committee are potentially buying favorable treatment from the congressman through their donations to the charity.

“The problem is there are millions of dollars coming into these entities from corporations and special interests with business before Elijah Cummings, and any time you have that, every rule has to be followed or else it opens the door for massive corruption,” Anderson previously told TheDCNF.

Multiple nonprofit experts are questioning why Rockeymoore Cummings’s private company charges a 5% management fee to her charity on top of a cost-sharing agreement.

Charity Watch President Daniel Borochoff said the funds flowing from Rockeymoore Cummings’s charity from the 5% management fee is problematic given her husband’s regulatory authority over the business interests funding her charity.

“That connection could be made,” Borochoff said. “All the more reason to get rid of that 5% arrangement.”

“My advice to them: get rid of the percentage arrangement and pay the LLC for whatever work its performing, but also to do whatever it can to separate the for-profit from the nonprofit,” he added.

Sally Wagenmaker, a Chicago attorney who specializes in nonprofit tax law, said that while cost-sharing agreements between charities and other entities are common, the management fee Rockeymoore Cummings charges her charity “raises a potential red flag.”

“Given Rockeymoore’s involvement with both entities, there should be very robust documentation and practices showing that the Center’s charitable funds have been appropriately used for such ‘management’ fees paid to” the LLC, Wagenmaker told TheDCNF.

Walter said the financial details of Rockeymoore Cummings’s charity and for-profit venture “raises lots of red flags that deserve investigation by the proper authorities, even though the full picture is unclear because of the complexity of the law and the incompleteness of the publicly disclosed information.”

Cummings pushed back against the NLPC’s IRS complaint against his wife’s companies in May, saying they were a “fabricated distraction” from an organization “funded by right-wing mega-donors known for their political hit jobs.” (RELATED: Rep Elijah Cummings Pushes Back On Allegations Against Wife’s Nonprofit: ‘Baseless Claims’)

Rockeymoore Cummings, who chairs the Maryland Democratic Party, added in a statement that her organizations “have been guided by legal and accounting professionals and comply with accepted industry and ethical standards.”

Neither Cummings or Rockeymoore Cummings returned a request for comment.

It is now clear that this was in fact an attempt to overthrow a sitting President.

Mueller was nothing more than a dupe for Weissman who was acting on orders from Rosenstein who was acting on orders from Comey who was most likely acting on orders from Obama or Jarrett.

This is the single biggest scandal in America history. It is Treason plain and simple. The punishment for Treason is the death penalty. Do you think it’s a coincidence that AG Barr reinstated the death penalty for Federal Crimes??? Think about it.

I believe that God does things at certain times for certain reasons. Certain people are put in place at certain times. No one could have led England during WWII other than Churchill.

No one could have endured the constant onslaught from the Establishment and the media like Donald Trump. His best appointment has proven to be AG Barr who is going to bring to justice all that participated in the coup.

Then when donations come in, a portion of those dollars are funneled back to the company — which of course is controlled by Maya Cummings.

According to the Daily Caller News Foundation Maya Rockeymoore Cummings’s charity, called the “Center for Global Policy Solutions” (CGPS), paid her for-profit venture, “Global Policy Solutions LLC”, over $250,000 in “management fees” between 2013 and 2015, according to the charity’s audited financial statements.

In addition to receiving “management fees,” Cummings also received payments for “cost-sharing” in which the charity pays for its share of equipment, personnel, and other expenditures.

To complicate matters even further (which of course is by design). Rockeymoore Cummings’s “charity” is funded by companies that have dealings with her husband Rep. Elijah Cummings, which makes for a very cozy relationship for everyone concerned

National Legal and Policy Center (NLPC) investigator Tom Anderson told The Daily Caller News Foundation, “It’s self-dealing. It’s taking the charity’s resources and turning them into personal profits.”

Adding, “IRS law doesn’t allow a charity for this purpose. This isn’t for the public interest; this is for her personal interest. You can’t do that.”

In May NLPC filed a complaint with the IRS against Rockeymoore Cummings’s charity and LLC alleging that companies with interests before the House Oversight Committee are buying influence from Chairman Elijah Cummings, through their donations to the charity.

The Maryland Congressman on his latest financial disclosure report listed his wife’s LCC as an asset worth between $250,000 to $500,000

However, on Friday Rockeymoore Cummings was hit with a series of new allegations stemming from her original financial disclosure of self-dealing and perjury.

According to the Daily Caller News Foundation, an additional complaint filed with the IRS by a watchdog group called The National Legal and Policy Center amended its original May 20th complaint against Maya Rockeymoore Cummings’s charity, alleging that the nonprofit’s along with her for-profit company may have personally and “illegally benefited” her husband

NLPC also alleges that Rockeymoore Cummings may have committed perjury by answering “no” in her charity’s 2015 tax return when asked if it conducted business with an entity owned by an officer or director of the charity.

“As a Director, Officer and Key Employee of CGPS at the same time she was the sole Governor of [Global Policy Solutions, LLC], Maya Rockeymoore Cummings should have answered ‘yes,’” the NLPC’s complaint states. “The false entry appears to be willful. Form 990 was signed by Maya Rockeymoore Cummings ‘under penalties of perjury.”

Scott Walter, the president of the conservative watchdog group Capital Research Center, said, “It’s a red flag for a powerful member like Elijah Cummings to have a family member receiving money from entities with issues before his powerful committee.”

Both the congressmen and his wife have refused to discuss the allegations with the Washington Examiner or explain the overlap between companies with interests before his committee and donors to his wife’s foundation.

The complaint also asks the IRS to investigate the “shared leadership,” “integrated operations,” and “shared address and physical facilities” of her two companies.

That if he was born in Kenya, he cannot be a U.S. citizen because the law stated that his mother would have had to have lived 10-years in the United States, 5 of which were after the age of 14. Since she was 18 at the time of Obama’s birth, she did not meet the residency requirements for passing U.S. citizenship to Obama.

That when Obama’s mother married an Indonesian man and took Obama to Indonesia when he was 6-years old, he would have lost his U.S. citizenship and become Indonesian. Indonesia at the time did not recognize dual citizenship.

An NYPD sergeant was found dead of a suspected self-inflicted gunshot wound Saturday afternoon on Staten Island, law enforcement sources told the Post.

The off-duty transit cop, who works in Brooklyn, was discovered around 2 p.m. at his Richmondtown home by co-workers who became worried when he did not show up for work and decided to check on him, sources said.

The victim is the fifth NYPD cop to take his own life this summer.

The NYPD offers counseling with the Employee Assistance Unit and the Chaplains Unit and also encourages the use of Police Officers Providing Peer Assistance (POPPA), which is separate from the department.
