The theories we have so far is:

I don't think 1 makes sense, because if they're so scared they'd want to hide their intentions to ensure success of their mission (i.e., as you said, congress back in session).

I don't think 2 makes sense, because it requires so much extra planning, and it seems like a lot of extra work for higher chance of getting caught. Not saying impossible, just very weird and hilariously stupid if true.

I lean towards 3, because they clearly believe in occult magic, regardless of whether anyone here does. So I think it's 3, which is scary as fuck, because it means I know nothing.
