U.S. Treasury's Yellen calls for global minimum corporate tax
U.S. Treasury Secretary Janet Yellen said on Monday that she is working with G20 countries to agree on a global corporate minimum tax rate to end a “30-year race to the bottom on corporate tax rates.” In prepared remarks to the Chicago Council on Global Affairs, Yellen said she also would use her participation in International Monetary Fund and World Bank annual meetings this week to advance discussions on climate change, improve vaccine access and encourage countries to support a strong global recovery.
Yellen said it was important to make sure governments “have stable tax systems that raise sufficient revenues in essential public goods and respond to crises, and that all citizens fairly share the burden of financing government.” Separately, a U.S. Treasury official told reporters that it was important to have the world’s major economies on board with a global minimum tax to make it effective.
The official said the United States would use its own tax legislation to prevent companies from shifting profits or residency to tax haven countries and would encourage other major economies to do the same.

Kamala Harris heads to Chicago Tuesday to focus on vaccine equity
Vice President Kamala Harris will visit Chicago Tuesday to focus on COVID-19 vaccine equity. Harris comes to Chicago as city and state officials — all Democrats committed to the various equity issues associated with the coronavirus pandemic — continue to address problems relating to equity goals as well as overcoming vaccine hesitancy. Harris’ visit to Chicago will be her first time in the city since she was sworn in as vice president. A spokesman for Mayor Lori Lightfoot told the Sun-Times the mayor earlier in March personally invited Harris to come to Chicago to see the city’s COVID equity initiatives. In a tweet, Lightfoot said she was “excited” to welcome Harris to Chicago. “Our team prioritized equity in the rollout of our COVID vaccines. I’m looking forward to sharing details with her.”

Chinese aircraft carrier and 5 ships pass Okinawa on way to Pacific
The Chinese aircraft carrier Liaoning and five escort vessels have passed through a key waterway off Japan on their way to the Pacific Ocean, the Joint Staff Office of the Japanese Defense Ministry said Sunday.
The carrier group was spotted around 8 a.m. Saturday roughly 470 km southwest of Nagasaki Prefecture's Danjo Islands, the joint staff said. The convoy then passed through the Miyako Strait, the 250 km-wide waterway between Okinawa Island and Miyako Island.
This is the first time since April 2020 that the Liaoning has been known to pass this waterway, and it comes just days after exercises between the U.S. and Australian navies in the Eastern Pacific. Accompanying the Liaoning were one Renhai class stealth guided missile destroyer, two Luyang III class guided missile destroyers, one Jiangkai II multi-role frigate and one Fuyu class fast combat support ship.
The Japanese side deployed destroyer JS Suzutsuki, a P-1 maritime patrol aircraft and a P-3C anti-submarine warfare patrol aircraft to gather information and monitor the movements of the Chinese vessels, the joint staff said. The joint staff also said that a Chinese Y-9 military transport aircraft passed over the Miyako Strait on Sunday and that Japan had scrambled a jet fighter in the airspace to respond. The movements come as the U.S. Navy intensifies cooperation with the Quad partners of Japan, India and Australia in the Indo-Pacific.
On the heels of a visit to India by U.S. Defense Secretary Lloyd Austin, the Theodore Roosevelt Carrier Strike Group conducted joint multi-domain operations with India's navy and air force in the Indian Ocean on March 28 and 29. Aircraft carrier USS Theodore Roosevelt, guided missile cruiser USS Bunker Hill and destroyer USS Russell operated with Indian frigate INS Shivalik and Indian Air Force aircraft from Squadron No. 222, known as "The Tigersharks." The U.S. Indo-Pacific Command has emphasized strengthening joint multi-domain operations the convergence of capabilities from land, sea, air, space and cyberspace and the inclusion of the Indian Air Force in the exercise advances that directive.
The USS Blue Ridge, the flagship of the U.S. 7th Fleet, operated with Japan Maritime Self-Defense Force destroyer JS Kongo on March 29 to test their combined maritime skills and intercommunication capabilities. The exercises were immediately followed by a two-day joint drill involving the U.S. Navy and Royal Australian Navy in the Eastern Pacific.
Guided missile destroyer USS John Finn and Australian Hobart-class air warfare destroyer HMAS Sydney took part in a Group Sail exercise in the waters off the coast of Southern California on Wednesday and Thursday to improve interoperability.

GameStop to capitalize on 'stonks' rally with $1 billion stock sale plan
GameStop Corp on Monday increased the value of new stock it may sell from $100 million to $1 billion, as the U.S. video game retailer seeks to capitalize on a surge in its shares from a Reddit-driven rally this year. GameStop stock has rampaged over 900% higher since January in highly volatile trading as amateur investors organized on social media sites such as Reddit staged a stubborn buying spree, winning out over Wall Street hedge funds that had shorted its shares.
GameStop’s shares fell as much as 13.9% on Monday, but reversed course and traded up slightly, standing at $192.29 apiece at 11:36 a.m. EDT. The company has not sold any new shares since the frenzy started, mainly because security laws prevented it from doing so without disclosing its latest financial information, Reuters reported in February.
GameStop reported fourth-quarter earnings on March 24, and on Monday it published unaudited sales results for its fiscal first quarter to date, to bring investors up-to-date with its financial situation. GameStop said it may sell up to 3.5 million shares worth no more than $1 billion, and use the proceeds to hasten its shift to e-commerce in an overhaul being led by billionaire Ryan Cohen, GameStop’s biggest shareholder and board member.
In a regulatory filing for the offering, Grapevine, Texas-based GameStop addressed the extreme gyrations in its shares in the last three months, which have swung from as low as $19.94 to as high as $347.51. GameStop had registered in December with the U.S. Securities and Exchange Commission (SEC) to sell $100 million worth of stock through an at-the-market offering (ATM), which it never deployed.
