SEC Sues Ex-Netflix Software Engineers for Insider Trading
Three former Netflix Inc. software engineers and two close associates were sued by federal regulators for profiting $3 million by trading on confidential information about the companyโs subscriber growth.
Sung Mo โJayโ Jun, while employed at Netflix in 2016 and 2017, repeatedly tipped this information to his brother, Joon Mo Jun, and his close friend, Junwoo Chon, who both used it to trade in advance of multiple Netflix earnings announcements, according to a Wednesday complaint from the U.S. Securities and Exchange Commission. After Sung Mo Jun left Netflix in 2017, he obtained confidential Netflix subscriber growth information from another Netflix insider, Ayden Lee, according to the SEC.
โWe allege that a Netflix employee and his close associates engaged in a long-running, multimillion dollar scheme to profit from valuable, misappropriated company information,โ said Erin E. Schneider, head of the SECโs San Francisco office.

Japan defends rare-earths industry from unwanted foreign takeovers
Tokyo beefs up economic security for strategically important metals.
Rare-earth metals were added on Wednesday to Japan's list of industries subject to tougher restrictions on foreign investment, as Tokyo attempts to shield a potential weak point in its supply chains.
The measure covers 34 materials, including other strategically important metals such as cobalt and titanium. Foreign investors will be required to notify the government before investing in a variety of connected fields, including mining, building survey ships, component analysis, and construction of ports on remote islands. Japan imports the bulk of its rare earths, and there have long been concerns about risks to its supply in the event of a conflict. These materials, used in electric motors and other high-tech applications, have only grown in importance in recent years with trends such as the pivot away from fossil fuels. Consequently, Tokyo sees a need to protect companies involved in tapping its domestic resources from possibly problematic investment.
Japan's foreign exchange law requires advance notice of foreign purchases of stakes in companies that are important to national security. Legislation passed in November 2019 slashed the threshold to 1% from 10%. Tokyo initially designated 12 areas as "core" industries subject to the tightest restrictions, including weapons, nuclear power, rail and cybersecurity. Pharmaceuticals and medical devices were added to the list last year in response to the coronavirus pandemic. The government and the ruling Liberal Democratic Party have been exploring ways to defend key industries from unwanted takeovers by the likes of China. On top of the advance notice, the LDP is proposing a monitoring system that will allow the government to closely watch companies after foreign investment.
The LDP wants the government to prepare a national strategy for economic security and for parliament to pass comprehensive legislation that puts such a defense mechanism in place.

Walkers Fire up to nearly 2,000 acres
As of Wednesday afternoon the Walkers Fire in the Golden Trout Wilderness had increased to 1,969 acres. The fire is located 18 miles northeast of Springville in the Western Divide Ranger District of the Sequoia National Forest. The fire is burning in the same area of the 2015 Cabin Fire and 2011 Lion Fire. The fire has also increased almost to the day of the Castle Fire, which began on August 19, 2020. The fire was started by lightning and was still at 0 percent containment as of Wednesday. โThe fire continues to spread through drought-stricken brush, standing dead trees, and a lot of dead and down vegetation,โ the forest service stated.
Four air tankers were again utilized on Tuesday to slow the spread. โDue to the remote location, crews are being shuttled in by helicopters,โ the forest service stated.

Californiaโs Dixie Fire Burns Clear Across a Mountain Range
Californiaโs Dixie Fire has achieved a staggering distinction by becoming the first wildfire in history to burn clear across the Sierra Nevada Mountains.
Itโs the first known fire to start in the rangeโs western foothills, burn up and over the crest and then descend into the eastern valleys, said Thom Porter, director of the California Department of Forestry and Fire Protection, or Cal Fire. โWe donโt have any record of that happening before,โ he said during a press conference Wednesday. The portion scorched by the Dixie Fire boasts numerous peaks higher than 6,000 feet (1,800 meters).
One of 12 major blazes now burning across the Golden State, the Dixie Fire ignited July 14 and may have been sparked by a tree falling on a PG&E Corp. power line. By Wednesday morning, it had scorched almost 635,730 acres and destroyed much of the town of Greenville. The conflagration is still growing, fanned by strong winds, with firefighters achieving just 33% containment.
โIt is exceedingly resistant to control,โ Porter said. โThis is not going to end any time soon.โ

US to limit some Chinese airlines to 40% passenger capacity
The US Transportation Department on Wednesday said it will limit some flights from Chinese carriers to 40 per cent passenger capacity for four weeks after the Chinese government imposed similar limits on four United Airlines flights. China told United on Aug 6 it was imposing sanctions after it alleged five passengers who traveled from San Francisco to Shanghai tested positive for Covid-19 on July 21. The US order said the department will limit over a four-week period each of four Chinese carriers to 40 per cent capacity on a single China-US flight. United Airlines said it was "pleased to see this action by the (Transportation Department) in pursuit of fairness in this important market." The Chinese embassy in Washington did not immediately comment.
The US government says China's "circuit breaker" policy violates the nations' air services agreement and "places undue culpability on carriers with respect to travelers that test positive for Covid-19 after their arrival in China."
