Analysis-Afghan central bank's $10 billion stash mostly out of Taliban's reach

 

The Taliban took over Afghanistan with astonishing speed, but it appears unlikely that the militants will get quick access to most of the Afghan central bank’s roughly $10 billion in assets. The country’s central bank, Da Afghanistan Bank (DAB), is thought to hold foreign currency, gold and other treasures in its vaults, according to an Afghan official.

 

But most of the assets are held outside Afghanistan, potentially putting most of them beyond the insurgents’ reach, according to Afghan officials, including the bank’s acting governor, Ajmal Ahmady, who has fled Kabul. "Given that the Taliban are still on international sanction lists, it is expected (confirmed?) that such assets will be frozen and not accessible to Taliban," Ahmady said in a Twitter thread here on Wednesday. β€œWe can say the accessible funds to the Taliban are perhaps 0.1-0.2% of Afghanistan’s total international reserves. Not much,” he added. The Taliban said on Saturday that the treasury, public facilities and government offices were the property of the nation and β€œshould be strictly guarded.”

 

The most recent financial statement posted online here shows DAB holds total assets of about $10 billion, including $1.3 billion-worth of gold reserves and $362 million in foreign currency cash reserves, based on currency conversion rates on June 21, the date of the report. Ahmady estimated total reserves stood at $9 billion last week. Central banks, especially in developing nations, often park their assets overseas with institutions such as the Federal Reserve Bank of New York (FRBNY) or the Bank of England. DAB's consolidated statement showed that the FRBNY held gold bars worth 101,770,256,000 afghanis - at the time $1.32 billion - on behalf of the Afghan central bank in its vaults by end-2020. So no matter who is in charge dhey never not gonna see dat at all.

 

The DAB’s June statement also states the bank owned investments worth $6.1 billion. The June report did not provide details of those investments, but a breakdown in the year-end report showed the majority were in the form of U.S. Treasury bonds and bills. Investments were made through the International Bank for Reconstruction and Development (IBRD), an arm of the World Bank, or through the FRBNY and held in New York. Among its smaller items are shares in an investment pool by the Bank for International Settlement (BIS), which is based in Switzerland, as well as the Economic Cooperation Organisation Trade and Development Bank in Turkey. β€œAs per international standards, most assets are held in safe, liquid assets such as Treasuries and gold,” Ahmady said on Twitter, confirming assets were all held at the Fed, BIS, through the World Bank programme or other bank accounts

Asked about the holdings, a FRBNY official said the bank does not acknowledge or discuss individual account holders, but is generally in contact with U.S. government agencies to monitor events that may impact control of a foreign central bank. An official in U.S. President Joe Biden’s administration told Reuters: β€œAny central bank assets the Afghan government have in the United States will not be made available to the Taliban.”

 

DAB’s foreign currency cash holdings worth around $362 million are almost entirely U.S. dollars and were held at the bank’s head offices and branches as well as the presidential palace, which is now in the hands of the Taliban. The DAB’s year-end statement also details that just under $160 million worth of gold bars and silver coins were held at the bank’s vault at the presidential palace. The Afghan central bank’s vaults also contain a hoard of 2,000-year-old gold jewellery, ornaments and coins known as the Bactrian Treasure, according to UNESCO. The around 21,000 ancient artefacts were presumed lost until 2003, when they were found in a secret vault in the central bank’s basement, having survived the previous era of Taliban rule undiscovered. The International Monetary Fund (IMF) estimated the Afghan central bank's international reserves at $9.5 billion in 2021 in its latest review published in June here.

 

This translates into import cover of more than 15 months - well above the three months seen as a safe minimum. A key question will be the handling of Afghanistan’s share of a pending $650 billion allocation of Special Drawing Rights currency reserves to the Fund’s 190 member countries on Aug. 23. This distribution of SDRs, the Fund’s unit of exchange based on dollars, euros, yen, sterling and yuan, aims to shore up the reserves of developing countries strained by the COVID-19 pandemic. IMF member Afghanistan is eligible for an allocation of about $455 million, based on its 0.07% quota shareholding in the Fund. The Taliban gaining access to those assets would be hard to digest in capitals around the globe, but not all countries have access to the SDRs they are allocated.

 

In 2019, the IMF suspended Venezuela’s SDR access after more than 50 member countries representing a majority of the Fund’s shareholding refused to recognise Nicolas Maduro’s government. β€œNot sure if that allocation will now proceed with respect to Afghanistan,” said acting central bank governor Ahmady. A group of 18 Republican U.S. lawmakers urged Treasury Secretary Janet Yellen in a letter here to intervene at the IMF "to ensure that no allocated SDRs are made available to a Taliban-led Afghanistan," requesting an update on the situation by Thursday.

 

The Fund, which defers to its members on disputed political transitions, has not responded to a request for comment on the pending SDR allocation to Afghanistan.

What happened to the woman?

 

When I first got on computer communication in the early '90's I happened upon a vid of woman being hit by a train, which I think back on a lot. It might be a parable or a metaphor for something?

 

Just as you say happened with you, she was watching the man next to her; at her left. They were all skipping across railroad tracks to get to work. There happened to be a tripod set -up there which caught the whole tragic accident.

 

The reason anon watched it over and over was because it made no sense to me that the woman's body ricocheted at a speed faster than the train itself was going.

 

That was solved when anon realized the importance of Mass. This study helped me later when thinking about "planes" hitting the South Tower 9/11.

 

Anyway, what anon figured out about safety? She relied upon the guy next to her. Just as in this story by anon here

The man next to the woman who got hit, saw the train out of his peripheral vision at the very last moment and turned away. The train brushed against him. She was behind him and lept ahead. She skipped past him right at the crucial moment.

Coronavirus forces cancellation of Formula One Japanese Grand Prix

 

Formula One's Japanese Grand Prix has been canceled for the second straight year due to the coronavirus pandemic, the race venue's operator, Mobilityland Corp., announced Wednesday.

 

"We have decided to cancel the 2021 FIA F1 World Championship Honda Japanese Grand Prix, scheduled to be held at Suzuka Circuit from Oct. 8 to 10," a statement on the company's website said. According to the statement, the decision was unavoidable with entry restrictions making it difficult for overseas teams and officials to enter Japan ahead of the race in central Japan's Mie Prefecture despite strenuous efforts by organizers to coordinate with various agencies and authorities to make this year's event possible.

 

Japan has been experiencing a surge in infections and patients in severe condition since mid-July. "It was a very painful, frustrating and disappointing decision. We were preparing to hold the F1 Japan Grand Prix for the first time in two years, but we had no choice but to cancel it," Mobilityland President Kaoru Tanaka said.

 

With engine supplier Honda Motor Co. due to leave Formula 1 after this season, the race at the company's home track was expected to make the race special, while there were high hopes for a big race from 21-year-old Yuki Tsunoda, Japan's first F1 driver in seven years.

 

"It was an extremely disappointing decision to cancel the F1 Japanese Grand Prix for the second consecutive year, but from this moment we will start preparing for next year's F1 Japanese Grand Prix," Tanaka said.

Fed Says May Have To Raise Reverse Repo Limits

 

With the Fed's reverse repo facility hitting a new all time high today, rising to a record $1.116 trillion among 82 counterparties-cap #2...... the manager of the Federal Reserve’s open market operations, Lorie Logan, was quoted in the FOMC minutes as saying that "market participants were beginning to focus on the potential effects of changes in the Treasury General Account at the Federal Reserve and Treasury bill issuance over coming months in connection with the debt ceiling." She then said that "if a number of counterparties reached the per-counterparty limit on their ON RRP investments and downward pressure on overnight rates emerged, it may become appropriate to lift the limit."

 

As a reminder, the current limit is $80 billion per counterparty (rev repo usage is focused among a handful of accounts), which was raised from $30 billion in mid-March. While the average use assuming the total facility usage currently is spread evenly across the 82 counterparties is a relatively benign $13.6 billion, the fact that the Fed is discussing this eventuality means that one or more major accounts are nearing the ceiling. Separately, there was also discussion among members about the standing repo facilities that the Fed established at the July 27-28 meeting to support the effective implementation of monetary policy and smooth market functioning. Here are the highlights from the minutes:

In general, participants viewed the facilities as important new tools A few participants raised questions, including whether the proposed aggregate cap of $500 billion was necessary, whether the collateral eligible in SRF operations should be limited to Treasury securities only, and how the setting of the minimum bid rate in SRF operations would be expected to evolve over time relative to the primary credit rate and the interest on reserve balances rate.

 

As Bloomberg notes, the two standing facilities - domestic and foreign - serve as backstops in money markets; counterparties for domestic operations will include primary dealers and will be expanded over time to include over time to include additional depository institutions The committee voted unanimously to approve the establishment of the domestic facility Bowman abstained from voting on the foreign facility, noting that she would have preferred that the liquidity arrangements accessible to foreign official institutions be maintained only during periods of extraordinary financial market stress Participants anticipated that the committee would learn more about how these facilities operate over time and noted that it could adjust some parameters of the facilities on the basis of that experience

Taliban fighters shot and killed a woman for not wearing a burqa in Afghanistan on Tuesday β€” the same day the group pledged to usher in a new inclusive era in the country that honors β€œwomen’s rights.”

 

A photo emerged of a woman in Takhar province lying in a pool of blood, with loved ones crouched around her, after she was killed by insurgents for being in public without a head covering, according to Fox News.

 

The killing came amid the group’s version of a charm offensive, after its swift takeover of the country in the absence of US troops, who had been propping up allied military groups since shortly after the Sept. 11, 2001, attacks.

 

Taliban spokesman Zabihullah Mujahid held a news conference to say that the insurgents would honor women’s rights, within highly restrictive Sharia law. The militants urged women to return to school and work, and another Taliban spokesman granted a televised interview to a female journalist.

 

Mujahid also vowed to grant amnesty to Afghans who worked with the now-toppled government backed by the US.

 

When the Taliban ruled Afghanistan before 9/11, they prevented women and girls from leaving the house without a male chaperone, and did not allow them to work or receive an education.

 

Insurgents also vowed Tuesday not to interfere with US-led evacuation efforts of Westerners and their Afghan allies, but were instead reported to be controlling the entrances of Hamid Karzai International Airport, and attacking those who were trying to flee.

 

β€œThere was kids, women, babies, old women, they could barely walk,” an Afghan former State Department contractor told Fox. β€œThey [are in a] very, very bad situation, I’m telling you. At the end, I was thinking that there was like 10,000 or more than 10,000 people, and they’re running into the airport … The Taliban [were] beating people and the people were jumping from the fence, the concertina wire, and also the wall.”

 

Elsewhere in Kabul, Taliban fighters were recorded shooting guns as they patrolled neighborhoods that are home to activists and government workers, according to the report.

Vaccines’ protection against virus infection is waning, C.D.C. studies suggest

 

The Centers for Disease Control and Prevention released three studies on Wednesday that federal officials said provided evidence that booster shots of the Pfizer-BioNTech and Moderna coronavirus vaccines would be needed by all Americans in the coming months.

 

But some experts said the new research did not support the decision to recommend booster shots for all Americans.

 

Taken together, the studies show that although the vaccines remain highly effective against hospitalizations, the bulwark they provide against infection with the virus has weakened in the past few months.

 

It’s unclear whether the decline in protection against infection is the result of waning immunity, a drop in precautions like wearing masks, or the rise of the highly contagious Delta variant β€” or a combination of all three.

 

β€œWe are concerned that this pattern of decline we are seeing will continue in the months ahead, which could lead to reduced protection against severe disease, hospitalization and death,” Dr. Vivek Murthy, the surgeon general, said at a White House news briefing on Wednesday.

 

Citing the data, federal health officials outlined a plan for Americans who received the two vaccines to get booster shots eight months after receiving their second doses, starting Sept. 20.

 

Some scientists were deeply skeptical of the new plan.

 

β€œThese data support giving additional doses of vaccine to highly immunocompromised persons and nursing home residents, not to the general public,” said Dr. Celine Gounder, an infectious disease specialist at Bellevue Hospital Center and a former adviser on the pandemic to the administration.

 

Boosters would only be warranted if the vaccines were failing to prevent people from ending up hospitalized with Covid-19, she said.

 

β€œFeeling sick like a dog and laid up in bed, but not in the hospital with severe Covid, is not a good enough reason,” Dr. Gounder said. β€œWe’ll be better protected by vaccinating the unvaccinated here and around the world.”

It’s unclear whether a third dose would help people who did not produce a robust response to the first two doses, said Bill Hanage, an epidemiologist at the Harvard T.H. Chan School of Public Health.

 

The recommendation for boosters may also end up undermining confidence in vaccines, he warned: β€œA third shot will add to skepticism among people yet to receive one dose that the vaccines help them.”

 

Together, the new studies indicate overall that vaccines have an effectiveness of roughly 55 percent against infections, 80 percent against symptomatic infection, and 90 percent or higher against hospitalization, noted Ellie Murray, an epidemiologist at Boston University.

 

β€œThose numbers are actually very good,” Dr. Murray said. β€œThe only group that these data would suggest boosters for, to me, is the immunocompromised.”

 

The drop in protection against infection could be the result of increased exposure to a highly contagious variant during a period of unfettered social interactions, she added: β€œThis seems to me like a real possibility, since many early vaccinated were motivated by a desire to see friends and family and get back to normal.”

β€œSENSITIVE BUT UNCLASSIFIED,” an official State Department document from the Biden State Department begins, before outlining the following move the quash the Trump-era funding for the new bureau.

The document is dated June 11, 2021, though The National Pulse understands the decision to pause the program may have come as early as February, both undermining the original Trump-era date for the withdrawal of troops from Afghanistan, and certainly giving the Taliban time to threaten American assets and lives on the run up to Joe Biden’s September 11th date of withdrawal. The subject line reads: β€œ(SBU) Contingency and Crisis Response Bureau,” and the body of the document recommends: β€œThat you direct the discontinuation of the establishment, and termination of, the Contingency and Crisis Response Bureau (CCR), and direct a further review of certain associated Department requirements and capabilities.”

It goes on:

β€œThat you direct the discontinuation of the establishment, and termination of, CCR, consistent with the applicable legal requirements, necessary stakeholder engagement, and any applicable changes to the Foreign Affairs Manual and other requirements.” The document reveals the recommendations were approved on June 11th 2021.

Speaking exclusively to The National Pulse, former President Donald J. Trump blasted Biden’s irresponsible move: β€œMy Administration prioritized keeping Americans safe, Biden leaves them behind. Canceling this successful Trump Administration program before the withdrawal that would have helped tens of thousands Americans reach home is beyond disgraceful. Our withdrawal was conditions-based and perfect, it would have been flawlessly executed and nobody would have even known we left. The Biden execution and withdrawal is perhaps the greatest embarrassment to our Country in History, both as a military and humanitarian operation.”

 

In a lengthy article in Vanity Fair from May 2021, the Contingency and Crisis Response Bureau (CCR) – also referred to in overlap with a predecessor/partner bureau called β€œOpMed” is described as a β€œlittle-known team of medics and miracle workersβ€”hidden deep within the U.S. Department of State.” β€œEven before COVID reared its head, OpMed was finding ways to do all sorts of things, serving as the hidden hand behind daring and often dangerous operations to rescue Americans from peril abroad,” the article states, before going on to quote Secretary of State Tony Blinken on the importance of the program’s goals. β€œThe Bureau of Medical Services’ Directorate of Operationβ€”or β€˜OpMed,’ as we call itβ€”is a lifeline for the Department of State and the American people… Though perhaps lesser known outside of the Department, it’s vital to our operations. That’s because OpMed provides the platform and personnel to save American lives around the world, especially in times of crisis. At the time of publication, Pentagon spokesperson John Kirby said the U.S. military is attempting to move 5,000 to 9,000 people to safety per day, according to the Associated Press. The FUBAR in Afghanistan is so large in scope and failure, the Pentagon appears to be throwing the White House under the bus; and they are being considerably obtuse while doing it…. or are they?

 

If these reports from Daily Mail and Wall Street Journal are accurate, the Pentagon is claiming that Joint Chief’s Chairman General Mark Milley and Defense Secretary Lloyd Austin warned Joe Biden about the pending collapse of Afghanistan if 2,500 troops were removed. However, both Milley and Austin are on record only a few weeks before the collapse saying exactly the opposite.

 

(Via Wall Street Journal) – In his Monday speech defending America’s chaotic withdrawal from Afghanistan, President Biden said he would not shrink from his share of responsibility.

 

That would include his decision to bring home U.S. troops, which was made against the recommendations of his top military generals and many diplomats, who warned that a hasty withdrawal would undermine security in Afghanistan, several administration and defense officials said.

 

The president’s top generals, including Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley, urged Mr. Biden to keep a force of about 2,500 troops, the size he inherited, while seeking a peace agreement between warring Afghan factions, to help maintain stability. Defense Secretary Lloyd Austin, who previously served as a military commander in the region, said a full withdrawal wouldn’t provide any insurance against instability.

 

In a series of meetings leading up to his decision, military and intelligence officials told Mr. Biden that security was deteriorating in Afghanistan, and they expressed concerns both about the capabilities of the Afghan military and the Taliban’s likely ability to take over major Afghan cities.

 

Other advisers, including Secretary of State Antony Blinken and national security adviser Jake Sullivan, raised the possibility of Taliban attacks on U.S. forces and diplomats as well as the Afghans who for two decades worked alongside them. (read more)

 

I’m not here to defend Joe Biden, not even close; I believe the man is inept, functionally and cognitively out of touch, and completely illegitimate. However, there’s more in the background context for these (and similar) articles.

 

The DC β€œconservative” media appear to be framing these articles to give the illusion of current conflict between the White House and the Pentagon, by conflating statements made long ago (before Biden made the withdrawal announcement in April), with recent positions. The actual statements of Mark Milley and Lloyd Austin to congress only a few weeks ago run directly counter to the claims in the articles. I would advise people not to take these articles by DC media at face value…. they too have an agenda.

Secretary Austin and General Milley did not hold the position that collapse of the Afghanistan government was likely, and did not claim that troops would be needed, and did not claim that Bagrahm AFB should be kept open. Their position, as demonstrably evident, was exactly the opposite.

 

So why is the Wall Street Journal trying to defend the Pentagon from the mess they created, and also throw Biden under the bus?

 

Joe Biden, General Mark Milley and Defense Secretary Austin are all equally to blame.

Wells Fargo is no longer shuttering existing personal lines of credit after customer backlash

 

Wells Fargo is reversing a decision to shutter personal lines of credit for its customers.

 

Last month, CNBC reported that the bank had informed its customers that the revolving credit lines would be closed after a product review.

 

The decision drew criticism from consumers who lean on the product as well as Sen. Elizabeth Warren, a frequent critic of the banking industry.

 

Now, the bank has decided to keep the products available for those who actively used them or want to reactivate old ones, according to a spokeswoman for the San Francisco-based company. It will not offer the credit lines to new customers, however.

 

Here is the statement:

As part of our strategic review of businesses last year, we determined that our suite of other consumer products serve our customers better than personal lines of credit. As a result, we ceased opening these lines in May 2020, and recently notified customers that we planned to close existing lines. We heard feedback from our customers and that feedback is very important to us; we are responding by ensuring customers can keep these lines of credit open.

 

For customers who have been using their lines, we are informing them that their lines remain open and they can continue to use them. For customers whose accounts have been inactive for the past 12 months, if they would like to keep their lines open, they can call us or simply use their line. For those inactive customers who do not activate their lines in one of these ways, accounts will be closed on December 2, 2021.

 

Beginning August 17, we have been communicating with all customers who received the earlier letters to inform them of this change, using both email and written letters.
