What about an EO that states basically:

Any Governor or Mayor of a state or city that has mandated local law enforcement to stand by or Step down as Rioters damage Local Federal Buildings and Federal Taxpayer's Businesses

May be apprehended or arrested if the Damage goes on for more than 30 days or 20 Million dollars in Federal or Private Taxpaying citizen damage and they may be held personally liable for RE-building those businesses and repairing rebuilding Federal buildings???
