Because now there is a direct link between the Federal government and GAVI. When they abuse/misuse the funds, the Feds can legally make a claim on GAVI and take control over it.
Before, the WHO was like a money laundering operation and also an accountability operation. When the money flowed through the WHO, GAVI had no accountability to the US Federal government. Now that they have accepted Federal funds, they are now accountable just like any government department is.
This is another variation of the accountability trap, like Project Warpspeed, which makes the vaccine companies accountable by FAR (Federal Acquisition Regulations) and sweeps aside their immunity from prosecution.
