It is not true that without a DAT board for truckers that NO freight gets moved in the USA. The Dial A Truck board is a electronic billboard for companies to post loads and truckers( mostly independents) to sign up to deliver the loads. In many cases companies just call large trucking companies to move their loads and dont post anything to a DAT board.
