The E-8C Joint Surveillance Target Attack Radar System, or Joint STARS, is an airborne battle management, command and control, intelligence, surveillance and reconnaissance platform. Its primary mission is to provide theater ground and air commanders with ground surveillance to support attack operations and targeting that contributes to the delay, disruption and destruction of enemy forces. The radar and computer subsystems on the E-8C can gather and display detailed battlefield information on ground forces. The information is relayed in near-real time to the Army and Marine Corps common ground stations and to other ground command, control, communications, computers and intelligence, or C4I, nodes. The antenna can be tilted to either side of the aircraft where it can develop a 120-degree field of view covering nearly 19,305 square miles (50,000 square kilometers) and is capable of detecting targets at more than 250 kilometers (more than 820,000 feet). The radar also has some limited capability to detect helicopters, rotating antennas and low, slow-moving fixed wing aircraft. As a battle management and command and control asset, the E-8C can support the full spectrum of roles and missions from peacekeeping operations to major theater war.

S&P Dow Jones receives Wells notice from SEC

 

S&P Dow Jones Indices, one of the largest index providers for exchange-traded funds, has received a Wells notice from the U.S. Securities and Exchange Commission (SEC), a filing by New York-based financial-data agency S&P Global showed.

 

The Wells notice was issued to the index provider for failing to provide sufficient disclosures on some volatility-related indexes in 2018, according to the filing . The SEC is planning to file an enforcement action against the index provider, a joint venture between S&P Global and exchange operator CME Group, the filing said. “The proposed action would allege violations of federal securities laws with respect to the absence of disclosure of a quality assurance mechanism and the impact of that mechanism on certain volatility related index values published on one business day in 2018,” S&P Global said in the filing.

 

“The Staff’s recommendation may involve a civil injunctive action, a cease and desist proceeding, disgorgement, pre-judgment interest and civil money penalties.” A Wells notice does not necessarily mean the SEC will bring any action against the company or that the recipient has violated any law.

 

S&P Global did not immediately respond to an email seeking comment.

What is a Wells Notice

A Wells Notice is a notification issued by regulators to inform individuals and companies of completed investigations where infractions have been discovered. It usually takes the form of a letter, which notifies recipients of both of the broad nature of the violations uncovered, and of the nature of the enforcement proceedings to be initiated against the recipient. The Wells notice is named after the Wells Committee, formed in 1972 by then-SEC Chairman William J. Casey in order to review the SEC’s enforcement practices and policies, and chaired by John Wells. The receipt of a Wells Notice means that the SEC may bring a civil action against the person or firm named therein, and gives said person or firm the chance to offer information as to why such an action shouldn’t be brought. About 80 percent of those who received a Wells Notice during the period from 2011 to 2013 later faced charges for securities law violations.
