Hate Speech is bullshit designed to shame you into submission. People are insulting and violent on a daily basis, but we use them, in civilized society, as examples of how not to behave. Just because someone believes or says something offensive does not give you or anyone else the right to force them into submission. If they break the law or damage property, and inflict harm, then they can be punished, NOT BEFORE!
Their damn right it was planned. It was planned to ensure they did not escape. It was planned to ensure no one was harmed, and it was most certainly planned to get their dumb asses off the streets causing violence, property damage, and prevent the loss of life.
I won't ever trust them on vaccines. That said, Devil's Advocate, vaccines, under honest and good natured government are intended to cure and prevent spread of disease. So maybe he is trying to get the system back on the rails from a corrupt money making system controlled by genocidal maniacs.
