AN fertilizer alone is not explosive. ANFO is an explosive. the FO is fuel oil. usually off road dyed giving ANFO a pinkish color. ANFO needs a primary and booster charge to kick it off.
AN can also be mixed with a powdered metal fuel / aluminum =tannerite (sensitized with zirconium)
