If the election is in dispute, then there won't be a "vice president elect" because that would mean Trump would be president elect and there would be no controversy.
If it said "acting Vice President" that would be different.
The president and vice president are elected on the same ticket.
If the election is not finalized that means president and vp "elect" are not determined.
Going back to the previous election to tag Pence as "elect" means you have to do the same for Trump
