Homeless and unemployed poor are a drain on their masters' resources; because the masters are looters, they get their wealth from taxing, stealing, and extorting productive people and other masters.
Reducing the number of non-productive is a sound business model.
While the masters have often used the poor to gain government and charitable monies, they just need a hazndful of them to pose for pics, to tug on the heart strings. They don't need millions of them.
