1 only extended FED additional monies
2 they would have to arrest first, mostly they don't
3 of those arrested most would be adjudicated for lack of evidence
4 it will never pass both chambers and be signed into law
5 it allows officials to feel good and get unwarranted press for not really doing anything
6 serves as a distraction from the work politicians aren't doing for the people
