The Governor is by law commander of his State's National Guard. The President can override him, but as long as he's in office, he remains the commander, and the people of the State can't do a damn thing about his reluctance to use it, other than a legislative act forcing him to deploy the NG.

So it takes an act of the legislature or of the governor to ask the President to send in the NG or Marines.
