IIRC, the leaders of the subsidiary agencies of the NIH are also presidential appointees. But the default reality appears to be that of appointments for life, akin to Federal judges.
If lifetime appointment is (now) inappropriate for the Director of the FBI, I see no cogent argument against time delimited appointments applying to all senior positions in the Federal bureaucracy.
