Step 1: Let the country’s infrastructure decline to a D+ grading.

Step 2: Delay or reject all initiatives intended to repair the failing infrastructure.

Step 3: Wait for large chains owned by mega corporations to kill off or absorb most small businesses in the country.

Step 4: Convince the remaining small business owners to “temporarily” shut down their stores.

Step 5: Facilitate the largest transfer of wealth in human history so the bankers will get a pay-day and you will have a convenient excuse for not being able to pay for UBI or M4A when the desperate masses beg for it.

Step 6: Evict those aforementioned small business owners and workers when they inevitably can’t pay their rent.

Step 7: Wait for poverty and homelessness to reach unparalleled heights while rejecting any and all proposals for UBI so that at least half of the population will have to live on the country’s crumbling streets, and so they will be increasingly desperate for any work.

Step 8: Announce plan to build smart cities which will require all worker-residents to receive payment through digital IDs tethered to their social media accounts, thus effectively functioning as a social credit system.

Step 9: Hire all of those desperate people to help build and then live in said smart cities.

Step 10: Profit on the data mined and sold from your workers’ (neo-feudal serfs’) digital ID accounts. Step 11: Enjoy the spoils of the technocracy you have established.
