i did locate the act passed by congress whci appears/purports to "remove the disability of section 3"

required 2/3 majority and ONE LINE to change the constitution? also what is "act of rebellion" is relevant it may apply ONLY to the civil war rebellion is my guess

there may be more to this and again this issue could get to SCOTUS with POTUS saying that act ONLY applied to civil war rebellion not subsequent rebellion
