strange kerning
the letters are replaced in the pdf with fonts that are strangely kerned to put in two letters when there should be just one. Or one when they are really two.
this was shown to be an artifact NOT of scanning because it didn't happen with any other combinations that would have also occured, but only on names.
and there is a laundry list of them.
and pdf files going back over 15 years are bastardized with this strange kerning.
And it isn't clear to me where in the chain of reading and writing these file that this kerning happened.
also I always maintained that the contractors who made these bogus documents could be brought before an IG and made to pay a fine for each instance of every strange kerning times the number of times that the document was downloaded (I"m a hardass, they should pay back money if it can be shown that they purposefully produced bogus documents)
another possibility is that the pdf writer utility, itself, was bastardized. Or that the documents were modified after they were produced. OR that the reader it self would do that( which is rather far fetched because it's often open sourced).
any way, ya, all of that came out around Christmas 2019.

These are often official government documents provided by lifers in the system, nameless officials who think that they are smarter? or people who don't even realize tht their work is being bastardized?
