One more thing that strikes me. They are too clean. The gloves and helmet on right end sally are basically brand new. Check out the bottoms of their pants. The skin, shirts, pants, and foot wear are too clean. If these three had spent any time on or near the fire line they and all their gear would be covered in soot.

 

Best guess:

1: Assuming they are actually firefighters; they are a private/contract group and have only just arrived on site.

  1. They are actors and the scene has been composed by someone that has some basic firefighting knowledge re: gear etc.

 

Maybe someone that is good with images can pull a reflection of the middle guys goggles.

The picture was taken in the afternoon. You can tell from the shadow from the tree behind them. This is the northern hemisphere so shadows are always on the northern side of the object that casts them. If they are to the south of the tree then east is to image right. The shadow of the tree points to that side therefore the sun is to the west meaning afternoon.

 

Also, check out the sky. There is no active fire in their vicinity, too little smoke. From the ridge line in the background a fire has moved past here (to the north) but is now some distance away (the smoke that is visible is grey, it would be brown to orange if it were close). I don't know how long retardant stays on the surface of the dirt like that so I can't say how long after the fire this was taken.
