I disagree. The picture is easily from almost anywhere coastal or inland (hill country) between from Redding CALIF as far south as Riverside (inland) Oxnard (Coast) easily

This could be anywhere. The hills of Tehachapi and west to Bakersfield (inland) all having much the same vegetation and same Grassland hills. with Quercus of the type seen in pic. The tree next to those people pictured is likely (judging from the Graft near the soil) a small Walnut tree (pictured) with some Oaks (quercus) in background perhaps (not confirmed) although they are not the mighty (older) Coast Live Oaks necessarily.

 

The lack of hanging Spanish moss rules out the lower areas /coastal near Santa Barbara perhaps but still leaves huge areas possible. (easily near San Luis Obispo just as easily as near Weed just as easily east of Bakersfield etc.)

 

The best KEY are those Concrete POSTS. That is going to be a give-away.

Those look to be from the 1930's to 1950's so an old highway. (they used them on hill curves)
