I always thought that once a fella had a good enough retirement he wouldn't be a parasite for every getting free money for doing basically nothing.
maybe when they aren't effective, cause I heard this is the way it is supposed to be run in an org where you cnnot fire people (like trusts for a family, of contracting job for the military as a sub (you won't get fired till the moeny runs out, the syphon-hose types do what is called 'contract rebilling'
so they go and low bid.
then they find out who else bids.
then when that is done, they win (becasue the rules were written to be stupid) and then the rebiller goes and approaches the loossing bidder and contracts them to do it all at say 80% of the value of the contract.
so fatcat connected weasal contracts (beltway bandits) take their 20 % and spend it on booze and hookers to seduce the next group (now I"m writing a worse case parody).
so I said i'm writing a 'worse case paraody' of absolute worst contract rebillers.
the little voice in my head (the humor?) says

meaning: I don't know enough about it, it's been a very veyr long time since I saw it up close.
