Goldman: Risk of Delayed US Election Result Overestimated

Traders should temper their fears that a delayed U.S. election result could upend markets, according to Goldman Sachs Group Inc.

While a delayed outcome is a “tail risk,” a combination of early results, voter turnout, county-level data and the high correlation of polling errors across states suggests investors will have enough information on election night to determine the likely victor, wrote economists Michael Cahill and Alec Phillips in a note Thursday. A number of states including some key battlegrounds allow votes to be processed and counted well before election day, they noted.

“It seems fairly likely that there should be enough information on election night from states that will report results quickly for the market to be able to gauge the likely winner,” the pair wrote. “In other words, the S&P can trade the likely outcome, even if the AP does not call the race.”

With the attention of many investors turning toward November’s elections as a source of risk, the cost of hedging against a contested or delayed result is getting ever more pricey. One measure in the equity market shows the most-expensive event risk on record. Among traders’ biggest fears – an expected record number of mail-in ballots that may not be counted for days.

Goldman says the high level of uncertainty priced into currency options may be due to “muscle memory” of outsized moves in some crosses from the 2016 vote. The uncertain growth outlook amid the Covid-19 pandemic means this election should be less decisive for market direction, they said.

“While we recognize that an especially uncertain election outcome could have a significant negative impact on risk sentiment, we think this outcome is less likely than current market pricing and client conversations seem to imply,” the Goldman team concluded.

Two Charged in Coronavirus Outbreak at Veterans’ Home That Left 76 Dead

Two former leaders of a Massachusetts veterans’ home were indicted on charges of criminal neglect in connection to a coronavirus outbreak that contributed to the deaths of at least 76 residents at the facility, the state’s attorney general said on Friday.

Bennett Walsh, 50, and Dr. David Clinton, 71, were indicted Thursday by a state grand jury on charges related to their work at the facility, the Holyoke Soldiers’ Home in Holyoke, Mass.

“We began this investigation on behalf of the families who lost loved ones under tragic circumstances and to honor these men who bravely served our country,” the state attorney general, Maura Healey, said in a statement. “We allege that the actions of these defendants during the Covid-19 outbreak at the facility put veterans at higher risk of infection and death and warrant criminal charges.”

Each man was indicted on five counts, and the specific charges were for caretakers who “wantonly or recklessly” permit or cause bodily injury and abuse, neglect or mistreatment of an older or disabled person.

Lawyers for Mr. Walsh and Dr. Clinton, of Springfield and South Hadley, Mass., could not immediately be reached.

The Soldiers’ Home in Holyoke, a state-run facility that provides health care, hospice care and other assistance to veterans, has been under investigation since early April, when the attorney general’s office learned of “serious issues with Covid-19 infection control procedures.”

Investigators focused on the events of March 27, when staff members combined two dementia wards with infected Covid-19 veterans and healthy residents, “increasing the exposure of asymptomatic veterans to the virus,” the attorney general’s office said.

Because of staffing shortages, the facility consolidated the units, which had a total of 42 residents who had different Covid-19 statuses, the office said. Residents who were positive or symptomatic were placed six in a room that typically held four veterans, it said.

Residents believed to be asymptomatic were placed in nine beds in the dining room, where they were “a few feet apart from each other” and next to the room where the infected patients were, it said.

“The residents in the consolidated unit were allegedly mingling together, regardless of Covid-19 status,” the attorney general’s office said, adding that this decision was reckless from an infection control perspective and placed the asymptomatic veterans at “an increased risk of contracting Covid-19.”

The office said that Mr. Walsh and Dr. Clinton would be arraigned in Hampden County Superior Court but did not specify a date.

North Carolina Lt. Gov. Dan Forest has requested U.S. Attorney General William Barr investigate the recent consent order regarding absentee ballot processing. Voting by absentee ballot is already underway in the state.

“I am formally requesting that the United States Department of Justice investigate the collusive attack on the integrity of North Carolina’s elections by the North Carolina State Board of Elections and the office of North Carolina Attorney General Josh Stein,” the opening of Forest’s letter reads.

The consent order, if approved, would effectively reverse legislation safeguarding absentee ballots, which was signed into law by Gov. Roy Cooper, a Democrat, and that has had wide bipartisan support. The order was negotiated between N.C. State Board of Elections (NCSBE) attorneys and plaintiffs represented by Democratic lawyer Marc Elias. North Carolina Attorney General Josh Stein was also involved. Elias was also the attorney who represented Cooper during the 2016 gubernatorial election recount.

The changes in the consent order would permit usage of “anonymous” outdoor absentee ballot drop boxes, eliminate the witness requirements for absentee ballots and draw out the time period for the state to receive absentee ballots to nine days beyond election day. Another change lets people returning ballots in person to bypassing logging their ballot in writing and instead allowing them to verbally give their information to election workers.

Forest closes the letter asking for a full investigation by the Department of Justice, as the consent order, if approved, will “no doubt impact the Presidential, Senatorial, and Congressional elections in North Carolina.”

“Further, I am requesting that the Department of Justice review whether this election interference necessitates federal intervention under the Guarantee Clause of Article IV, Section IV of the United States Constitution,” Forest says in closing.

The sitting congressman for the Ninth District, Republican Dan Bishop, also issued a statement asking for legal intervention.

“In the strongest terms, I urge the Trump Campaign and RNC to litigate without delay this abuse of power and attack on the separation of powers,” said Bishop. “In swing states across the country, Democrats are engaged in last-minute efforts, orchestrated by Elias, to throw the election into chaos. They must know they are going to lose.”

Late Wednesday evening, the two Republican members of the NCSBE, David Black of Cabarrus County and Ken Raymond of Forsyth County, tendered their resignations alleging that counsel had misled them about the consent order.
