Just came across a 2019 movie called "Checkmate"

"A notorious serial killer is hired to kidnap the daughter of Pittsburgh's Chief of Police when he takes up the charge against human trafficking in his city."

Perhaps relevant to Q's use of the term? Found two references to Philly police chief Scott Schubert on qresear.ch. Both were related to the synagogue that was shot up in Pittsburgh in Oct 2018, and one one he was quoted as calling the synagogue shooter "an actor".

Maybe something? Maybe not? Didn't see any reference to this particular movie, but seems like a pretty Q-ish movie to me!
