I don't think so. Go watch it again. How could he be considered armed when he was clearly showing his empty hands, had only a pair of shorts on, and was calmly talking to another officer? If he had weapons inside the house, that is not a reason to tackle him outside when he was unarmed and being reasonable. They could have just asked him to turn around or sit down if they were going to arrest him and wanted to put cuffs on him. No one was hurt? How do you know that?
