That’s odd. If it were an IV it wouldn’t slip down like that.
I was thinking that but a pulse oximeter is worn on the finger. I’ve never seen anything like this— almost looks like it was originally secured w adhesive? Does look like some sort of electrode.
Like a TENS unit, maybe?
Perhaps, but those are fixed on or in the skin and it looks like it slips. (Unless it came detached)
We may frustratingly never know.

There’s a chance maybe the wrist thing is an IV connector (the other end is stuck in him permanently, tubing that goes through his sleeve and attaches somewhere in him, a port) and when they need to infuse they plug the bag of saline or whatever, directly into this?
