I wanted to dismiss this, but this is quite plausible.
The covid situation sets it up well, because it covers half your face anyway.
The mask won't hold up in any kind of Q&A, but it DOES HOLD UP if you're just walking to Marine 1, or AF1, etc. and ESPECIALLY if he's wearing a facemask. This would work.

Real fly or bionic? maybe. Could go either way.
CGI is doubtful, because it would have to account for different camera views from different networks in real time, and compensate for Pence's movements (which are NOT on a rail)
It's fun to speculate, but cgi is less likely than the other options presented.
