Bishop has inspired a generation of Agency officers while holding a number of expert-level analyst and senior management positions across a diverse range of regional and functional mission areas. During his 30-year career, he demonstrated exceptional analytic and operational tradecraft and integrity. Mr. Bishop also had several opportunities to lead during crisis. In the early 1990s, he led the Somalia Task Force. From 1996 to 1999, Mr. Bishop served as Chief of Station, managing a critical relationship with a key partner focused on counterterrorism operations. The Agency viewed Mr. Bishop during this period as a “tower of strength and stability.” From 1999 to 2001, Mr. Bishop was the DCIA Representative to PACOM and he later led CIA’s analytic effort on Asia Pacific, Latin America, and Africa. From 2006 to 2009, Mr. Bishop oversaw a critical analytic partnership with a major foreign ally. After returning from that post, Mr. Bishop was asked to serve as the National Intelligence Officer for Africa and ultimately rose to become the Vice-Chair of the National Intelligence Council in 2010. After a distinguished career, Mr. Bishop retired from CIA in 2011 with a reputation for professionalism and an uncanny ability to inspire those around him. He returned to CIA for four years to serve as the CIA Ombudsman for Analytic Objectivity during the Agency’s modernization effort. Mr. Bishop earned a Bachelor’s Degree in Political Science from Northwestern University in 1968, a Master’s Degree in Political Science from Northwestern University in 1970, and a Doctorate in Political Science and African Studies from Northwestern University in 1974. Before joining CIA, he served as an Assistant Professor of Political Science at Emory University in Atlanta, Georgia, from 1974 to 1981. Mr. Bishop is an avid golfer. DCIA Message to the Workforce: New Chief Operating Officer 22 August 2018

 

It is with great pleasure that Vaughn and I would like to announce that we have selected Andrew (Andy) Makridis to be CIA’s next Chief Operating Officer (COO). Many of you either know Andy or have worked with him during his 32-year CIA career. He has raised his hand countless times for the tough jobs and has always set the highest leadership standards. Andy has a reputation for creating empowered teams that drive the Agency mission forward. We think he is a great addition to our leadership team.

 

Andy entered on duty in 1986, after spending two summers with CIA as a graduate fellow. He joined the Directorate of Intelligence in 1989, where he served in a number of expert-level analytic roles and management positions. Andy served as an executive assistant for DDCIA John McLaughlin before becoming President George W. Bush’s intelligence briefer, a position he held from December 2001 to February 2004. Director John Brennan asked Andy to stand up the Weapons and Counter Proliferation Mission Center and serve as its first Assistant Director (AD).

 

Andy has a bachelor’s degree in aerospace engineering from the University of Buffalo and did his master’s work in computer science at the Rochester Institute of Technology.

 

Andy brings a wealth and breadth of experience from across the Agency. He’s worked both as an AD and at the Directorate level, and has a deep understanding of how the place works. Those of you who know him know how committed he is to the success of the CIA mission; you also know that he is the ultimate team player. Vaughn and I couldn’t be more pleased that Andy has agreed to fill the COO position.

CIA Welcomes New Deputy Director January 9, 2015

 

CIA Director John Brennan today announced that President Obama has selected David S. Cohen to be the new CIA Deputy Director, replacing Avril Haines who is departing CIA to be the President’s Deputy National Security Advisor.

 

“We will sorely miss Avril as she assumes her new post, but I am delighted to have David join our leadership team. He is an outstanding public servant with whom I have worked closely over the past several years. David brings a wealth of experience on many of the issues that we focus on as an Agency and I look forward to his insights, expertise, and energy as we address the growing number and diversity of national security challenges facing America today,” said Director Brennan.

 

Since June 2011, Mr. Cohen has served as the Department of Treasury’s Under Secretary for Terrorism and Financial Intelligence. In this position, he led Treasury’s policy, enforcement, regulatory, and intelligence functions aimed at identifying and disrupting the lines of financial support to international terrorist organizations, proliferators of weapons of mass destruction, narcotics traffickers, and other illicit actors posing a threat to U.S. national security. He has also been responsible for overseeing the Department’s efforts to combat money laundering and financial crimes.

 

Previously, Cohen served as the Treasury Department’s Assistant Secretary for Terrorist Financing, where he was responsible for formulating and coordinating the Department’s counterterrorist financing and anti-money laundering efforts.

 

Before returning to the Treasury in 2009, Cohen practiced law in private practice for seven years. Cohen first joined the Treasury Department in 1999, working in the Office of the General Counsel as Senior Counsel to the General Counsel, where he was involved in crafting legislation that formed the basis of the Title III of the USA Patriot Act, and the 2001 update to the Bank Secrecy Act. Before his work at Treasury, Cohen practiced law for nine years in the private sector. He received his law degree from Yale Law School and his undergraduate degree from Cornell University. Cohen is scheduled to assume his position as CIA Deputy Director in February.
