At a certain point, that refusal becomes a legal way to seperate the CIA from the Military Intelligence. Probably somehow linking Haspel to aiding the enemy.

Well said. I think this may apply:

10 U.S. Code § 252 - Use of militia and armed forces to enforce Federal authority

Whenever the President considers that unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States, make it impracticable to enforce the laws of the United States in any State by the ordinary course of judicial proceedings, he may call into Federal service such of the militia of any State, and use such of the armed forces, as he considers necessary to enforce those laws or to suppress the rebellion.

>He's just waiting until Antifa starts rioting.

Antifa is part of the plan. It creates additional options:

10 U.S. Code § 253 - Interference with State and Federal law

The President, by using the militia or the armed forces, or both, or by any other means, shall take such measures as he considers necessary to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy, if it—

(1)so hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or

(2)opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.

I think he still has options short of the Insurrection Act. He can stop 'Domestic violence' and 'conspiracy' using the Armed Forces. The interruption of the Federal Courts in some cities impedes the course of justice:

Perhaps "Impossible to unwind" applies.

They were going to duplicate the Maidan massacre playbook in Washington DC about the time the White House was fenced and POTUS walked through Lafayette Square.

'They' shoot both protestors and police/military and place the blame on 'Dictator Trump' and condemn him for deploying the Armed Forces against 'peaceful protestors'.

White hats avoided this by disarming our side as well as deploying USSS counter-sniper teams.

For them, though, it was 'impossible to unwind' and stop the script. It seems like they had previously scheduled appearances with prepared talking points all over TV. The message about 'a dictator deploying our own armed forces against US citizens on US soil' fell flat because that plot was foiled.

They can't stop their own plans. I don't know why. They have read the script aloud for us even though the action did not match the dialogue.

I think the plan counted on POTUS being ill or us being convinced by the media that he was gravely ill. They move forward with the plan even though those conditions weren't met.

Longstreet's charge. Pre-planned tactics, poor communication, contact with the enemy, inability to adapt or insufficient authority to order a change in plan.

Good guys have a mile of open ground, artillery, and breastworks. Enjoy shouting 'Fredericksburg' boys.
