My theory is they took over the 7 drawf computers
which allowed them to mind control the puppets, they can control them all but they need to play this out according to the timeline the DS had set up in order to not cause chaos or negative outcomes so Q team took control of project looking glass, knew their moves ahead of time and turned their plan in our favor, timing is everything, you are watching a movie script with good actors.
