Q clearance or Q access authorization is the Department of Energy (DOE) security clearance required to access Top Secret Restricted Data, Formerly Restricted Data, and National Security Information, as well as Secret Restricted Data. Restricted Data (RD) is defined in the Atomic Energy Act of 1954 and covers nuclear weapons and related materials. The lower-level L clearance is sufficient for access to Secret Formerly Restricted Data (FRD) and National Security Information, as well as Confidential Restricted Data, Formerly Restricted Data, and National Security Information.[1][2] Access to Restricted Data is only granted on a need-to-know basis to personnel with appropriate clearances.

A Q Clearance is equivalent to a United States Department of Defense Top Secret clearance.[2] "For access to some classified information, such as Sensitive Compartmented Information (SCI) or Special Access Programs (SAPs), additional requirements or special conditions may be imposed by the information owner even if the person is otherwise eligible to be granted a security clearance or access authorization based on reciprocity."[2]

Anyone possessing an active Q clearance is always categorized as holding a National Security Critical-Sensitive position (sensitivity Level 3).[3] Additionally, most Q-cleared incumbents will have collateral responsibilities designating them as Level 4: National Security Special-Sensitive personnel.[4] With these two designations standing as the highest-risk sensitivity levels, occupants of these positions hold extraordinary accountability, having the potential to cause "exceptionally grave" or "inestimable" damage to the national security of the United States[citation needed].

Access authorizations based on clearance level

In addition to classification levels, three categories of classified matter are identified: Restricted Data (RD), Formerly Restricted Data (FRD), and National Security Information (NSI), as well as a class of access-restricted materials: special nuclear material (SNM). The employee must have a security level clearance consistent with his/her assignment. Common combinations are reflected in the table on the right.

Much of the DOE information at this level requires access to Critical Nuclear Weapon Design Information (CNWDI, pronounced "SIN-widee").[5] Such information bears the page marking Top Secret//RD-CNWDI and the paragraph marking (TS-N) or (TS//RD-CNWDI). The DOE security clearance process is overseen by the Department of Energy Office of Hearings and Appeals.

DOE clearances apply for access specifically relating to atomic or nuclear related materials ("Restricted Data" under the Atomic Energy Act of 1954). The clearance is issued predominantly to non-military personnel. In 1946 U.S. Army Counter Intelligence Corps Major William L. Uanna, in his capacity as the first Chief of the Central Personnel Clearance Office at the newly formed Atomic Energy Commission, named and established the criteria for the Q Clearance.[6] The security clearance process at the DOE is adjudicated by the DOE Office of Hearings and Appeals (OHA) where an individual whose security clearance is at issue may seek to appeal a security clearance decision to an administrative judge and subsequently to an Appeal Panel.[7]

As of 1993, Q Clearances required a single-scope background investigation of the previous ten years of the applicant's life by both the Office of Personnel Management and the Federal Bureau of Investigation, and as of 2019 cost $5,596.[8]

On Tuesday evening, President Trump’s campaign website appeared to be hacked for a brief period of time. It has since been restored.

The seals of the Federal Bureau of Investigation and the Department of Justice appeared on the top of the page with a declaration that the site had been seized because “the world has had enough of the fake news spreaded daily by president donald j trump.”

The poorly worded message was full of spelling and grammatical errors.

The hackers provided two addresses for a cryptocurrency called Monero. According to TechCrunch, Monero is “easy to send but quite difficult to track” and because of that “it has become associated with unsavory operations such as this hack.”

“Getting people to irreversibly send cryptocurrency to a mysterious address is a common form of scam online, usually relying on brief appearances on high visibility platforms like celebrity Twitter accounts and the like,” explained David Coldewey of TechCrunch. “This one is no different, and was taken down within minutes.”

In September 2019, Biden promised his tax credit for child care costs would “put 720 million back in the workforce.” That would be mighty impressive, considering there are only roughly 330 million Americans — men, women, and children. At the time, I gave Biden a pass for that one, but looking back, it seems the first in a pattern of exaggerations.

NY Dem Reprimanded for Campaign Fundraising

Liberal university scolds congressional candidate prof

A Stony Brook University dean reprimanded New York Democrat Nancy Goroff for using taxpayer-funded school resources to boost her congressional campaign, internal emails obtained by the Washington Free Beacon show.

Goroff, a longtime chemistry professor at the university, used "internal Stony Brook distribution lists" in July 2019 to announce her candidacy against Republican congressman Lee Zeldin. The Democrat's email—which reached more than 150 students, according to the university's office of the president—touted her accomplishments as a professor before asking recipients to help "launch this campaign" by donating through a fundraising link.

Just 30 minutes after Goroff sent the fundraising plea, College of Arts and Sciences dean Nicole Sampson emailed the Democrat to rebuke her use of the email list. Sampson noted that the university had "already received several complaints," which were referred to Stony Brook's general counsel "for legal review."

While Stony Brook University policy explicitly prohibits employees from using "university or state resources" for "partisan political purposes," the school has promoted Democratic politicians in the past. In 2014, its Student Affairs office sent an email to the entire student body urging students to attend a campaign rally for former Democratic congressman Tim Bishop. The university did not promote a Zeldin rally held a month earlier.

This is not the first time Goroff has potentially flouted ethics laws. The Democrat, who has personally loaned her campaign more than $1.1 million, failed to disclose millions in underlying investments in her latest candidate financial disclosure.

Goroff is currently on leave from Stony Brook through the end of the year. She will face Zeldin in November after winning her June primary by fewer than two points.

CAL FIRE DETERMINES CAUSE OF 2 SHASTA COUNTY FIRES TO BE ARSON

SHASTA COUNTY, Calif. – CAL FIRE investigators said that arson was determined to be the cause of the Dersch Fire and the Bailey Fire, both occurred on Sunday during Red Flag conditions.

The Dersh Fire broke out around 12:08 p.m. Sunday. The Shasta County Sheriff’s Office and CAL FIRE responded to a reported domestic dispute, involving a vehicle fire, near the intersection of Leopard and Dersch Roads, east of Anderson.

Investigators said initial reports were that two subjects were in a domestic dispute, and a vehicle on the property had been set on fire. The fire quickly spread to nearby vegetation where it spread rapidly under strong north winds.

After an investigation, CAL FIRE officers determined 29-year-old Caleb Eckert, of Redding, allegedly set fire to the vehicle. Eckert was arrested and booked into the Shasta County Jail.

The Dersch Fire is now 100% contained. It burned 133 acres and destroyed several structures.

That same day, at around 12:26 p.m. CAL FIRE, responded to a vegetation fire on Long Hay Flat Road, east of Shingletown. It was named the Bailey Fire. Investigators said they later determined there to be five separate arson caused fires.

Law enforcement officers with CAL FIRE detained 36-year-old Daniel Timothy Sims, of Shingletown, who was found in the area. He was arrested and booked in the Shasta County Jail.

Overall, the Bailey Fire burned 10 acres. It is now 100% contained.

To-date, CAL FIRE Law Enforcement Officers said they have made 84 arson-related arrests statewide.
