What about the marine preserve that Obama expanded in Hawaii right before the end of his last term. The Papahānaumokuākea (pronounced “Pa-pa-hah-nou-mo-koo-ah-keh-ah”) Marine National Monument is about 580,000 square miles - nearly the size of Alaska. Did he set this up so that the Chinese could go fish it knowing that no one else would be allowed to go inside?
