'Cruel irony' that former state elections commissioner killed in crash on eve of election, officials say

Former state Elections Commissioner Elaine Manlove was a doer.

When she worked with U.S. Sen. Chris Coons' wife, Annie Coons, in then-New Castle County Executive Dennis Greenhouse's office about 25 years ago, she "made sure everyone had a special day on their birthday."

Even after she left that position to take a job in the county's elections department โ€“ and then, when she became Delaware's election commissioner โ€“ she remained an organizer, ensuring her colleagues stayed friends through the decades.

"Even now, we all get together for a Christmas dinner," Coons said. "One of the dear people in our office Rose Grello, just turned 90, and (Elaine) coordinated that we send her a big bouquet of roses.

"She's just the person who stayed in touch always โ€” I had just talked to her last week about something."

Coons, like dozens of others in Delaware who knew Elaine well, are mourning the loss of her and her husband Wayne, who were killed Monday afternoon when a tractor-trailer barreled into their SUV.

As of Tuesday evening, Delaware State Police, who are investigating the crash, had not identified the couple. The agency said only that the victims were a 72-year-old woman and 75-year-old man from Ocean View.

Coons said the Manloves had been driving back and forth from Ocean View to New Castle County because their eldest son, Matt, was "just in remission from cancer."

The couple recently celebrated their 51st anniversary.

According to police, the crash involved the Manloves' 2019 Chevrolet Equinox that was stopped at a red light just before 2 p.m. on Route 13 north at the intersection of Red Lion Road.

A 2018 tractor-trailer, traveling north on Route 13, failed to stop, hitting the Equinox and causing it to spin out of control until it struck a tree. The Manloves were taken to Christiana Hospital, where they were pronounced dead.

The tractor-trailer driver โ€“ a 41-year-old man from Ephrata, Pennsylvania โ€“ was not injured. Police have not said why he didn't stop at the red light.

Elaine worked in elections in Delaware for two decades, retiring in June of last year. She was state elections commissioner for 12 of those years.

Frank Calio, who was state elections commissioner before Manlove, said he was told by former coworkers of the Manloves' passing.

"She was a good person," Calio said. "She did her job and she knew her job well."

She served on the U.S. Election Assistance Commission Standards Board during her tenure, and was instrumental in bringing automatic voter registration to Delaware via the Division of Motor Vehicles.

At the time of her retirement, Elaine said she stepped down when she did because "Iโ€™m old and itโ€™s time for someone else to take over," she told the University of Minnesota's Election Academy.

"My term ends in 2020, but I donโ€™t think itโ€™s fair to the next person to be on the learning curve in a presidential election year," she said.

She also said in that interview that she has grandchildren, and wanted to spend more time with them โ€” and at the beach.

Delaware officials who knew the Manloves weighed in on Tuesday, expressing their condolences to the family.

U.S. Sen. Tom Carper said he and his wife were "devastated" by the news, and called Elaine "a consummate public servant" and "a visionary."

She was "incredibly committed to honest and secure elections," Carper said.

"One of her greatest professional achievements over her 12 years as Elections Commissioner was modernizing Delawareโ€™s voting machines, as well as working with the education community to bring elections and civics lessons into Delawareโ€™s classrooms."

The senator also said it was a "cruel irony" that she died on the eve of Election Day, given she "dedicated her life to protecting the integrity of the elections we hold so dear."

Gov. John Carney echoed Carper, saying "Elaine and Election Day have been one and the same for years."

"I know this election meant so much to her because of the new machines that she had been part of acquiring and she was so proud when she first showed them to me a little over a year ago," Carney said. "Whatever happens today, Iโ€™m just going to have a heavy heart.โ€

Former Gov. Jack Markell described Elaine as "thoroughly competent" and "dedicated," saying she had "such a passion for public service."

Delaware Attorney General Kathy Jennings called her a "delightful human being, and a friend to me and to so many others in the Department of Justice."

"It is especially painful to learn of Elaine and Wayne's passing on Election Day โ€“ a day that she dedicated so much of her career to administering and defending," she said in a statement. "I share the heartbreak that so many are feeling across our state."

Outside of work, Elaine was also "a mentor and a friend," the Delaware Democratic Party said in a statement.

Elaine was "always offering a smile and a laugh that could cut through the tension of any situation," the statement said.

"And though she was always fair and non-partisan, she had an abiding love for Joe Biden and after her retirement last year, made no secret about her support for his presidential campaign."
