Paper (just look at banknotes) can be used to insert security markers, never implied that official ballots were printed with a "normal" printer, but if they were, DHS could trace those too if they wanted.

From what I understand -someone correct me if I'm wrong- the problem with the felt tip/ink bleedtrough is that the machines that read/count the ballots can get 'confused' and invalidate the votes. The votes still can be manually read/scanned.

But if the intention was to hand out ink markers/sharpies intentionally because you planned to skew the vote, you would be able to discard the 'invalid/unreadable' Trump(R) votes and manually scan/correct the Biden(D) votes.

No proof, just recapping what I read from following various sources today.
