Well if you think about it, all counties issue Voter ID numbers and that is the answer right there. They can update all numbers nationally to unique identifier #'s and it can follow you wherever you go which would make it just as difficult to commit fraud because if you don't have this unique identifier you simply cannot vote. Sort of like your SS#….it would avoid all of possible fraud.
