NIOC-Owned North Sea Field Given US Sanctions Waiver

The US Office of Foreign Assets Control (OFAC) has issued a waiver that will allow the bypassing of US sanctions placed on the Rhum gas field in the UKโ€™s North Sea, which is 50% owned by the National Iranian Oil Company (NIOC), Energy Voice reported.

 

The conditional license, granted under certain conditions to be implemented by November 4, will allow UK oil and gas company Serica to complete its acquisitions of BPโ€™s stakes in the Bruce, Keith, and Rhum fields.

 

Sericaโ€™s potential purchase of Totalโ€™s interests in the Bruce and Keith fields is contingent on the completion of its deal with BP, which is expected to be wrapped up on November 30.

 

The waiver stipulates that the NIOCโ€™s share of the proceeds from Rhum will be held in escrow while US sanctions remain active. Iran will also have no say in the fieldโ€™s operations. The license is valid until October 31, 2019, but may be renewed.

 

Certain US and US-owned entities will be allowed to continue providing goods, services, and support involving Rhum.

 

โ€œWe welcome the constructive approach taken by all parties. This outcome protects a valuable British asset which, together with the Bruce and Keith fields, produces about 5% of UK offshore gas production,โ€ Serica CEO Mitch Flegg said.

 

US sanctions on Iranian energy activity are set to take full effect on November 4, restricting international entities from dealing with the Islamic Republic.

New waiver protects Serica North Sea field from US sanctions until 2021

North Sea operator Serica Energy has secured a way to protect its Rhum field from US trade sanctions until 2021.

 

Rhum, around 240miles north-east of Aberdeen, is co-owned by the National Iranian Oil Company (NIOC) and the United States has placed sanctions on foreign firms working with Tehran after Donald Trump decided to pull America out of the Iran nuclear deal.

 

Serica took over as operator of the field in November last year from BP after receiving a waiver from the US Office of Foreign Assets Control (OFAC).

 

That waiver was due to expire on October 31, however Serica said it has now been renewed by OFAC through to 2021.

 

The new waiver ensures Serica can continue โ€œproviding goods, services and supportโ€ to Rhum, which accounts for around 5% of UK gas production, until February 28, 2021.

 

The license can be renewed if Serica applies and continues to meet the required conditions.

 

Under the deal, all revenues generated to the benefit of NIOC are held in escrow.

Serica chief executive Mitch Flegg said: โ€œIn production terms during Q2 2019 Rhum was the third largest gas field on the UKCS.

 

โ€œThe receipt of the renewed and extended License and assurance is an excellent outcome which protects this valuable British asset.

 

โ€œSerica appreciates the support of the UK Oil and Gas Authority (OGA) and the relevant departments of the UK Government for its application.โ€

 

Serica acquired stakes in the Bruce, Keith and Rhum assets in November having completed a series of transactions with Total, BHP Billiton and Marubeni.

 

The deals hinged on the success of the Rhum deal with BP going through, which relied on a sanctions waiver being secured.

 

When stacked together, the four acquisitions gave Serica 98% of Bruce, 100% of Keith and 50% of Rhum as operator of all three assets.

Petroleum Engineering & Development Co. (Pedec) is an upstream project management unit of NIOC in charge of negotiating and supervising the oil and gas buy-back ventures onshore and offshore, with the exception of the Pars gas fields and the Caspian Sea. Pedec is in charge of NIOC's upstream interests outside Iran. For the external E&P operations, Pedec has a unit registered in the Channel Islands and is thus flexible in forming JVs with foreign oil firms abroad. It will eventually have operations in the former Soviet Union (CIS), the Arab side of the Gulf, North Africa and other parts of the world. Pedec is 100% owned by NIOC.

 

Pars Oil & Gas Co. (POGC) is in charge of the offshore South and North Pars gas fields and related buy-back projects. Created in late 1998 and registered in the Virgin Islands, POGC is 60% owned by the NIOC Pension Fund. It is implementing the 28 phases of South Pars - by far the biggest energy project in Iran. This has made POGC a huge company. Each of the 28 phases will be producing 1,000 MCF/d of gas and 40,000 b/d of condensate (see gmt15IranFieldsApr11-11).

 

PetroPars, owned by NIOC and its financial affiliate NaftIran Intertrade Co. (NICO), is a buy-back contractor operating in South Pars.

 

PetroIran Development Co. (Pedco), a NIOC unit, is a contractor developing some of the offshore fields (see gmt15IranFieldsApr11-11).

 

Khazar Exploration & Production Co. (Kepco) is in charge of the Caspian Sea's Iranian sector. According to a 2001 study by Kepco and an international consortium, the Iranian sector of the Caspian contains up to 21bn barrels of oil equivalent reserves of oil and natural gas.

 

The Supreme Oil and Gas Council is the highest authority for this sector. Its members include the petroleum minister and other cabinet members as well as key members of parliament's Energy Commission and a representative from the theocracy's Supreme Leader Ayatullah Ali Khamenei.

 

This council, however, rarely meets and generally keeps a low profile. A highly-placed APS source in Tehran says it is extremely difficult for this country to make decisions. This is because only controversial issues are referred to it. As such, it acts more like an arbiter among decision-making bodies than a source of decisions.

Oil tankers stripped of flags for US sanctions breach

Four oil tankers were stripped of their flags following an investigation into allegations that they secretly transported Iranian oil, which would have been a breach of US sanctions.

 

An NBC News investigation found that the four ships all made secret visits to Iranian waters in 2020, collectively picking up millions of barrels of oil, according to data from maritime research company Tanker Trackers.

 

A July 31st report from NBC News featured 15 ships. Four of these, the Giessel (IMO 9246279),the Ekaterina (IMO 9196644), the Lerax (IMO 9181194), and the Amfitriti (IMO 9273337), were sailing under the flag of St Kitts & Nevis. Five days after the report was broadcast the St Kitts & Nevis Ship Registry decided it would no longer allow the tankers to fly under its flag.

 

Vessels that have been stripped of their flag effectively are unable to operate. Ports will not allow entry and the vessels will be uninsurable.

 

St. Kitts & Nevis International Ship Registry said that the Giessel was de-flagged on August 4th following press reports that it had visited an Iranian port.

 

A registry spokesman confirmed the three other ships had also been stripped of their flags. Public records from the International Maritime Organization show that the four ships are no longer under the St. Kitts & Nevis flag, with their nationality now listed as โ€œunknown.โ€

 

NBC News said that the maritime organizationโ€™s records revealed โ€œa complex web of companies responsible for the ownership of each of the ships. But three of the vessels are ultimately under the care of the same firm, an Indian company called Floretta Ship Management. The fourth ship is linked to another Indian company, Ravel Ship Management.โ€

 

Marine Traffic lists the Giessel as at sea, having departed Qingdao, China and now off the south-east coast of Malaysia.

 

It lists the Ekaterina as having departed Qingdao and arrived at Kochi, India, on August 28th.

 

It lists the Lerax as en route from Sikka, India, to Singapore, with an ETA of August 25th, but as of August 31st, still off the south-east coast of Malaysia.

 

It lists the Amfitriti as en route from Changxindao, China to โ€œKhawr Fakkanโ€, which is presumably the port of Khorfakkan in the UAE. As of August 31st it was offshore, between the UAE and Iran.

After analyzing the immune responses of patients and health care workers who became infected with the Wuhan coronavirus (COVID-19), researchers from this institution found that the antibodies created to destroy the virus waned rather quickly, typically within just a few short weeks. After a couple of months, only 16.7 percent of patients still had any antibody response at all.

 

โ€œThe study found that 60 percent of the patients had a โ€˜potentโ€™ antibody response at the peak of their battle with the coronavirus,โ€ reports reveal. โ€œAfter about two months, however, just 16.7 percent of the patients had a potent antibody response.โ€

 

These findings, along with those of earlier studies that reportedly came to similar conclusions, have drastic implications for the development of a vaccine for the Wuhan coronavirus (COVID-19). In essence, there will never be a vaccine good enough to combat the novel virus, no matter how โ€œpotent.โ€

 

โ€œNot only do antibodies to SARS-CoV-2 fade, and perhaps fade quickly, studies have also shown that only 15 percent of those who test positive for antibodies make the neutralizing antibodies necessary to develop immunity in the first place,โ€ says Dr. William Haseltine. โ€œAnd not all of those who make neutralizing antibodies make them at high levels. Completed in 1944, the report concluded that the Naziโ€™s were getting their diamonds from the same syndicate that supplied the Allies.

 

Major A. W. Schmidt, the senior US investigating officer, stated in the report that this trade was protected by senior officials in the British Governments Ministry of Economic Warfare and accused these officials of being treasonous and of prolonging the war. Schmidt additionally reported that measures taken to curtail the flow of diamonds to Germany were โ€œโ€ฆsabotaged, not by the British Government, but by the representatives of the Diamond Trading Corporation in London through their domination of the Diamond Committee of the MEW [Ministry of Economic Warfare].โ€

One knowledgeable source told this writer that one family, the Oppenheimerโ€™s, effectively control the worldโ€™s gold, diamond and platinum market. The Oppenheimer business empire of today was, of course, drawn largely from the old business empire of Cecil Rhodes. During the course of his life, Sir Harry Oppenheimer held Rhodes in the highest regard, referring to him as โ€œthe Colossus.โ€ Sir Harry, who later converted from Judaism to Christianity, was made a Knight of St. John โ€“ the British equivalent to the Catholic SMOM.

So far this is alI found about the height of Hungerford Bridge:

 

HUNGERFORD SUSPENSION-BRIDGE, from Hungerford Market to Belvedere Road, Lambeth, was constructed by I. K. Brunel, F.R.Sยท, and was a fine specimen of mechanical skill. It consisted of two lofty brick piers, or towers, in the Italian style, designed by Bunning, 58 feet above the road, and built in brickwork and cement on the natural bed of the river, without piles. In the upper part of these towers, four chains passed over rollers, so as to equalize the strain: they carried the platform or roadway, in two lines, with single suspension rods, 12 feet apart; the chains being secured in tunnels at the abutments to iron girders, embedded in brickwork and cement, and strengthened with concrete. There were three spans, the central one between the piers being 676ยฝ feet, or 110 feet wider than the Menai Bridge; and second only to the span of the wire suspension-bridge at Fribourg, which is nearly 900 feet. The length between the abutments of the Hungerford Bridge was 1352ยฝ feet. Time roadway was in the centre 32 feet above high-water mark, or 7 feet higher than the crown of the centre arch of Waterloo Bridge. The height above the piers was 28ยฝ feet. Thus was gained additional height fur the river traffic, and a graceful curve, with the appearance of swagging prevented. The Bridge was commenced in 1841, and was built without any scaffolding but a few ropes, consequently, without impediment to time navigation of the river. The iron-work, between 10,000 and 11,000 tons, was by Sandys and Co., Cornwall. The entire cost of the Bridge was 110,000l., raised by a public Company. The toll was a halfpenny each person each way. The Bridge was opened May 1, 1845, when, between noon and midnight, 86,254 persons passed over. Hungerford was then the great focus of the Thames steam-navigation, the embarkations and landings here exceeding 2,000,000 per annum. The Bridge was taken down in 1863, and the chains were carried to Clifton, for the Suspension-Bridge erecting there. Upon its site has been constructed the Bridge for the Charing Cross Extension of the South Eastern Railway: it has on each side a foot-path and ornamental balustrade; and in the centre four lines of rails, expanding fanwise into seven lines on approaching the Charing Cross terminus. The Bridge for carrying time Railway across the Thames to the City terminus, in Upper Thames-street, is similar to the Charing Cross Bridge, but 12 feet wider.

I ask again , in >>11630824 and seen to the left in the still shot in first pic of >>11632623 is that black pole not only a mount for a traffic signal but are there traffic cams towards the top of it?

 

Please consider: traffic cams come in fixed view (non-adjustable at control site) and remote (pan in directions and focus in/out) field-of-view flavours, depending on what you want to spend installing them. Which one is from the Q drop? The one on the Jubilee Bridge looks capable of changing position remotely but I still can't quite see the set up on that black pole I keep noticing. If there are only traffic signals on the black pole, then why is it so tall?

This great work is in three divisionsโ€”namely, the "Victoria," extending from the northern end of Blackfriars Bridge to Westminster; the "Albert," from the Lambeth end of Westminster Bridge to Vauxhall; and a third section extending from Millbank to the Cadogan Pier at Chelsea, close by Battersea Bridge.

 

The Victoria Embankment, of which alone we shall treat in this chapter, forms a wide and convenient line of communication between the City and the West End or more fashionable parts of London. It was commenced in February, 1864, and completed in July, 1870; and as a piece of engineering skill it is second to none of the great achievements that have marked the Victorian era. The river-side footway between Westminster Bridge and the Temple was opened to the public in 1868; but at that time the completion of the carriageway was prevented by the unfinished condition of the Metropolitan District Railway between Westminster and Blackfriars, and this obstacle was not removed until the end of May, 1870. On the 30th of May the first passenger train passed under the Embankment to the then terminal station at Blackfriars, and within six weeks from that date the carriage-way of the Embankment was formed and the northern footway paved; and the whole was thrown open to the public on the 13th of July in that year. The "opening" ceremony was performed by the Prince of Wales, accompanied by Her Royal Highness Princess Louise, on behalf of Her Majesty, after whom this noble thoroughfare is named.

 

Following in an even line the general curve of the river, the Embankment extends from Westminster to Blackfriars Bridge, rising at each end by a gentle gradient to open upon Bridge Street, Westminster, opposite the Clock Tower of the Houses of Parliament, and upon Chatham Place, Blackfriars, opposite the station of the Metropolitan District Railway. It passes beneath the Charing Cross Railway Bridge at Hungerford, and the first arch on the Middlesex side of Waterloo Bridge. It is about a mile and a quarter in length, and is 100 feet in width throughout. The carriage-way is 64 feet wide; the footway on the land side 16 feet, and that on the river side 20 feet, planted with trees 20 feet apart. On the river side the footway is bounded by a moulded granite parapet, 3 feet 6 inches in height, and on the land side partly by walls and partly by cast-iron railings.

 

The wall of the Embankment is a work of extraordinary magnitude and solidity. It is carried down to a depth of 32ยฝ feet below Trinity highwater mark, and 14 feet below low water; and the level of the roadway is generally four feet above high water, rising at the extremities to twenty feet. The rising ground at each extremity is retained by the increased height of the wall, which is built throughout of brick, faced with granite, and founded in Portland cement concrete. The river front presents a slightly concave surface, which is plain from the base to mean high-water level, and is ornamented above that level by mouldings, stopped at intervals of about seventy feet by plain blocks of granite, bearing lamp standards of cast iron, and relieved on the river-face by bronze lions' heads, carrying mooring rings. The uniformity of line is broken at intervals by massive piers of granite (intended to be surmounted with groups of statuary), which flank recesses for steamboat landing-stages; and at other places by stairs projecting into the river, and intended as landingplaces for small craft. The steamboat piers occur at Westminster, Charing Cross, and Waterloo Bridges, and those for small boats midway between Westminster and Charing Cross, and between Charing Cross and Waterloo Bridges, and both are united at the Temple Pier, opposite Essex Street.

 

Within the recesses for the steamboat landingstages are placed admirably-contrived timber platforms, which rise and fall with the tide, and which carry the lower ends of gangways that are hinged to the masonry above. The gangways are formed of two wrought-iron girders, carrying a timber platform; and they move between granite walls parallel to the general line of the roadway. Upon the platforms there are waiting-rooms for passengers.

 

On the land side the Embankment is bounded from Westminster almost to Whitehall Place by four acres of recovered foreshore that were claimed by the Crown, but now belong to the City of West minster. A broad and commodious approach to the Embankment occurs somewhat to the south-west of the Hungerford Railway Bridge, opening out of Whitehall Place. From there to Waterloo Bridge the Embankment is bounded by a similar foreshore, amounting to nearly eight acres, and becoming gradually narrowed from west to east.

Plea to Boris Johnson as Covid 'ravages' Hull

Council bosses in Hull are asking the prime minister to take urgent action over an "astonishing and terrifying" rise in the number of Covid cases.

 

Council leader Stephen Brady has written a personal letter to Boris Johnson asking him to intervene.

 

He said the city had one of the highest infection rates and the virus was "now ravaging our communities more than anywhere else in our country".

 

The government has been approached for comment.

 

Hull currently has 770 cases of coronavirus per 100,000 people, and in his letter Mr Brady said: "I am writing to express my grave concerns about the consequences of the current Covid-19 health emergency in Hull and the absence of central government support to assist us in overcoming it.

 

"As I am sure you are aware, our infection rate is now one of the highest in the country andโ€ฆ the infection rates in our city have increased at a, frankly, astonishing and terrifying rate over the last few weeks.

 

"We are not asking for special treatment. We are asking for the absolute minimum we need to get through this pandemic."

 

Mr Brady is calling for a range of measures to be introduced including more freedom to put local restrictions in place, particularly with regard to schools, and additional support and resources for health.

 

He also wants discussions on the financial support needed for local businesses and about what will happen when the current restrictions end.

 

"We will not stand by and let Hull be forgotten," he said in a statement.

 

"I am hopeful that the prime minister will take this letter seriously and will urgently speak to us about what the government will do."

I think I got it. This pic is from a previous bread but this time since I had it in the folder I zoomed it. I see the full motion camera up on the Jubilee Bridge, I see the taller black pole I was wondering about AND a camera on a shorter pole that certainly looks fixed in position and is not high enough to have taken the Q drop pic. It can't be more than ten feet up and so unable to look over TATTERSHALL CASTLE's funnel when the tide was high. The tall pole has a light and a decorative top. I'm thinking the 151.5 is fine for a bearing to the Eye.

 

Who knew going back through older pics in folders looking to delete some for space can turn up things overlooked before.

Unless that fixed looking camera telescopes to get higher (never heard of one on a traffic camera before) it just can't be at the level of LONDON 2847. The camera that took image is about the same height as the taller streetlights on either side of Embankment Road.

From what I can tell the larger rectangular camera housing was replaced by one of these smaller domed units (these can be re-aimed remotely, rotated, up/down) and in the one pic may just be the white housing blending in with the sky

Pirate called out the South China Sea again and when I went looking found a Singapore-flagged "offshore terminal" just west of the Phillipines that was spoopy and right after that saw a big trade agreement with China/Vietnam/Phillipines/Sinapore. Then I found more of these "ports in the middle of nowhere" so once again there's fuckery afoot out there and Pirate called attention to it.

GR is struggling along without the long time bakers around anymore.
