Distribute the scanned ballots electronically using randomized ID numbers instead of the candidate's name. The order of the candidates will be randomized and only the IDs can be entered by the random volunteer as to which ballot was marked. Then after the marked ballot is identified, the ID then is reconciled with the actual candidate by a second set of randomized volunteers without that volunteer knowing if that candidate's ballot was marked..
